EEC Solutions is looking for a Training and Development Specialist – Civilian Foundational Development (CFD) for the Civilian Leadership Development School at Maxwell–Gunter Annex.

Summary of Responsibilities
The CFD Training and Development Specialist designs, develops, and delivers foundational leadership development courses, workshops, micro‑learnings, and other learning events for Department of the Air Force civilians. Instruction is delivered in synchronous and asynchronous online environments and resident classrooms. The specialist updates course materials, compiles end‑of‑course data, drafts reports, and enters information into CFD platforms as directed by the Government lead.

Essential Duties and Responsibilities
Design, develop, and deliver CFD courses, workshops, micro‑learnings, and learning activities in online and resident environments.
Update course materials across all platforms and modalities.
Compile end‑of‑course data and draft end‑of‑course reports.
Enter and edit information in CFD platforms as directed.
Facilitate group exercises and discussions using Microsoft Teams, Canvas, Air Force e‑Learning (Percipio), and classroom environments.
Assess skill gaps; conduct needs assessments, design learning events, and evaluate program effectiveness using the ADDIE model.
Grade coursework, provide feedback and remediation, and respond to student inquiries within one business day.
Maintain lesson plans and keep content current on Air Force civilian personnel topics.

Minimum Qualifications
Required Education
Bachelor’s degree OR qualifying equivalency per PWS 4.7:
– Associate’s degree + 4 years relevant experience
– High School Diploma/GED + 5 years relevant experience
Concentration in Education, Leadership, Management, HR, Human Relations, Organizational Leadership, or Organizational Behavior is highly desired.

Required Experience
At least one year of online instruction experience at the undergraduate level or military equivalent using an LMS such as Microsoft Teams or Canvas.

Required Certifications / Licenses
None required.

Special Requirements
Must obtain and maintain a Common Access Card (CAC) including fingerprint check and Tier 1 background investigation.
Must have a REAL ID‑compliant credential for base access.
On‑site at Maxwell–Gunter Annex; relocation to the Montgomery, AL commuting area required.
Able to work 0730–1630 Monday–Friday and adjust hours when required.

Preferred Qualifications
Completed Academic Instructor Course or equivalent military instructor course.
Experience compiling course data and drafting end‑of‑course or program evaluation reports.
Experience in federal or DAF civilian workforce development.

Work Conditions
Full‑time schedule, approximately 0730–1630 Monday–Friday, with adjustments for student time zones.
On‑site at Maxwell–Gunter Annex; resident courses may occur on base or in the local area.
Situational telework may be permitted as determined by the Government.
Mandatory annual Cyber Awareness, Force Protection, DoD CUI, Privacy Act, and installation‑specific training.
