EEC Solutions is looking for a Learning Management System (LMS) and Systems Design Specialist to support the Civilian Leadership Development School at Maxwell-Gunter Annex.

Summary of Responsibilities:
This position builds, maintains, and supports Civilian Leadership Development School course content within Government learning management systems and designated platforms, primarily supporting the Managerial and Supervisory Training and Civilian Foundational Development lines of effort. The specialist uploads and configures course content and assessments, maintains course currency, produces student manuals and instructional materials, and advises Course Directors on effective LMS course design. The specialist resolves LMS technical issues promptly and implements Government-approved changes based on feedback. One specialist may be designated as the LMS functional point of contact.

Essential Duties and Responsibilities:

• Update and input course content into the LMS or designated system following approved Government coordination.
Build course content, including assessments, within approved LMS platforms and provide instructions when required.
Create or modify student manuals, instructional videos, and guides related to LMS-supported instruction.
Maintain currency of assigned courses and advise Course Directors on designing effective LMS courses.
Implement Government-approved changes to course material based on feedback.
Resolve basic technical issues within one business day and escalate higher-level issues appropriately.
Ensure 95 percent accuracy of initial content uploads and correct discrepancies within three business days.
Configure, integrate, and maintain Government platforms including Skillsoft Percipio, ASU Canvas, Blackboard, and Moodle.
Integrate Microsoft Teams and Zoom with LMS-supported instruction.
Develop instructional materials such as fact sheets, guides, instructor manuals, and job aids.
Use only Government-approved authoring tools including Articulate 360, Adobe Captivate, and Microsoft Office Suite.
Track technical issues and resolutions for COR ticket and log reviews.
Provide input to monthly status reports and eCMRA labor-hour reporting.
Complete required contractor training and comply with CUI, OPSEC, cybersecurity, and installation security requirements.
May be cross-utilized across CLDS lines of effort and serve as backup to the Instructional Systems Designer.

Minimum Qualifications:

Required Education:
Bachelor’s degree in a related technical field preferred.
Associate’s degree with four (4) years of directly relevant experience acceptable.
High School Diploma/GED with five (5) years of directly relevant experience acceptable.

Required Experience:
Minimum two (2) years of LMS administration, instructional design, or e-learning development experience.
Experience developing and implementing online course content within LMS platforms such as Canvas, Moodle, Blackboard, or Percipio.
Knowledge of instructional design principles and adult learning theory.
Experience developing instructional materials including guides, manuals, job aids, and videos.
Experience using Microsoft Teams or Zoom integrated with LMS-supported instruction.
Experience updating course materials based on stakeholder feedback.
Ability to guide stakeholders on course design and LMS use.
Proficiency with Microsoft Office Suite and e-learning authoring tools such as Articulate and Captivate.

Required Certifications / Licenses:
None required.

Special Requirements:
CAC eligibility (fingerprint check and Tier 1 background investigation).
Must reside in or relocate to the Montgomery, AL commuting area.
On-site work required.

Preferred Qualifications (optional):

• Administrator-level experience in Skillsoft Percipio or Canvas.
DoD LMS experience.
Video production and editing experience.
Section 508 remediation experience.
