Position OverviewReporting to the Facilities Manager, the Facilities Specialist provides technical, project, and operational support for the maintenance, improvement, and long-term sustainability of Christie Ossington Neighbourhood Centre's facilities portfolio. The role has a particular focus on capital repairs and improvements, renovations, complex building issues, sustainability initiatives, contractor coordination, compliance-related facilities work, and project and financial tracking across multiple sites.The role works collaboratively with the Facilities and Operations team and is expected to contribute to hands-on facilities and maintenance work when operational needs require additional team support.Key ResponsibilitiesCapital Projects and Facility Improvements- Coordinate assigned capital repairs, renovations, building upgrades, and facility improvement projects under the direction of the Facilities Manager.Assist in developing project scopes, specifications, schedules, budgets, and implementation plans.Coordinate project activities, including contractors, schedules, site access, materials, documentation, and operational requirements.Monitor project progress, quality, timelines, and expenditures and identify issues requiring follow-up or escalation.Coordinate project close-out activities, including outstanding work, deficiencies, warranties, and required documentation.Provide project updates and recommendations to the Facilities Manager.
- Provide practical and technical support in assessing complex building, equipment, and facility issues.Apply knowledge of building and mechanical systems to assess problems, evaluate options, and provide recommendations to the Facilities Manager.Troubleshoot building-system issues and assist in identifying appropriate repair, replacement, or improvement options.Review drawings, specifications, technical reports, quotations, contractor proposals, and other project information within the incumbent's area of knowledge.Identify technical concerns that may require specialized professional, engineering, technical, or licensed-trade expertise and bring these forward to the Facilities Manager.Support site inspections, facility assessments, and the identification of repair and improvement priorities.
- Support the Facilities Manager in coordinating contractors, consultants, trades, and specialized service providers for assigned repairs, renovations, capital projects, and facility improvements.Assist with scopes of work, technical requirements, quotation and proposal review, site coordination, progress monitoring, and contractor follow-up.
- Support facilities-related inspections, corrective work, and follow-up activities.Identify recurring facility issues, infrastructure risks, and opportunities for longer-term repair, replacement, or improvement.Support the Facilities Manager, in collaboration with the Facilities Coordinator, with preventative and lifecycle maintenance planning for major building systems and equipment.Support facilities compliance with applicable building, fire, health and safety, accessibility, funder, and regulatory requirements.Maintain technical, project, compliance, and facilities information required to support planning and decision-making.
- Support implementation of CONC's Climate Action Plan and other sustainability initiatives.Coordinate assigned energy-efficiency, conservation, building-system improvement, and sustainability projects.Assist in identifying opportunities to improve energy use, building performance, operating efficiency, and environmental sustainability.Track utility, project, and building-performance information.Support technical documentation required for grants, incentives, funding applications, and sustainability reporting.
- Support the Facilities Manager with project budgets, cost estimates, and expenditure tracking.Track approved project expenditures and identify potential variances or emerging cost pressures.Review quotations, invoices, and purchasing requirements related to approved facilities, maintenance, and improvement projects.Provide technical and project information required to support procurement processes.Work collaboratively with the Site Operations & Project Coordinator and Finance team on purchasing, vendor documentation, invoice processing, and related project administration.
- Support the coordination and prioritization of facilities work across CONC locations.Provide additional technical and project support for complex, recurring, or significant facilities issues.Work collaboratively with the Facilities Coordinator on maintenance issues requiring additional technical expertise, project coordination, or contractor involvement.Support urgent repairs, service disruptions, and other facilities-related operational issues.Use CONC's facilities and maintenance tracking systems to document assigned work and maintain current repair and project status information.Contribute to hands-on maintenance, repairs, site preparation, moves, installations, emergency response, and other facilities work as operational needs require, within the incumbent's qualifications and applicable safety requirements.When designated, provide day-to-day facilities coordination in the Facilities Manager's absence within established authority.
- Work collaboratively with Facilities, Operations, Program, Finance, and other teams to support agency-wide facilities priorities.Communicate project timelines, service disruptions, and facility impacts to affected stakeholders.Provide technical guidance and knowledge-sharing to Facilities and Operations staff as appropriate.Contribute flexibly to departmental and organizational priorities where additional Facilities support is required.
- Post-secondary education in engineering technology, building sciences, facilities management, construction, mechanical systems, property management, or a related field, or an equivalent combination of education and relevant experience.Engineering, engineering technology, construction, building systems, or other relevant technical training is considered a strong asset.Relevant trade qualifications or certifications are considered an asset.Five or more years of progressively responsible experience in facilities operations, construction, building maintenance, property management, capital projects, or a related environment.Experience coordinating renovations, capital repairs, building upgrades, or other facilities projects.Experience working with contractors, consultants, trades, quotations, scopes of work, and project schedules.Experience with project budgets, purchasing, or expenditure tracking.Experience supporting multi-site facilities operations is preferred.Experience with sustainability, energy-efficiency, or building-performance initiatives is considered an asset.
- Strong practical and technical understanding of building systems, including mechanical, HVAC, plumbing, electrical, structural, and general building components.Strong problem-solving and troubleshooting skills.Ability to understand technical information, scopes of work, quotations, plans, specifications, and contractor recommendations.Strong project coordination and organizational skills with the ability to manage multiple priorities.Strong communication and interpersonal skills.Strong documentation, reporting, and financial tracking skills.Proficiency with Microsoft Office applications, including Excel, SharePoint, Teams, Word, and Outlook.Experience with facilities or maintenance tracking systems or the ability to learn new systems.Sound judgment and ability to recognize matters requiring escalation or management approval.Collaborative, flexible, and service-oriented approach to working across departments and locations.
- Regular travel between CONC sites is required.Combination of project coordination, administrative work, site inspections, contractor coordination, and work in construction, renovation, and maintenance environments.Regularly performs hands-on facilities and maintenance work as part of the day-to-day responsibilities of the role.Some lifting, climbing, movement of materials or equipment, and work in active maintenance or construction environments may be required.Occasional response to urgent facilities issues or project requirements outside regular working hours may be required.
