Job Description: PTAC OCONUS Operations Manager
Role Summary
The PTAC OCONUS Operations Manager serves as the primary authority for overseas operations within the Protective Technology Branch (PTB). This high-impact role is the bridge between technical execution and strategic mission success in complex, high-threat environments.
You will own the end-to-end operational and contractual relationship with U.S. Government stakeholders (Embassies, Posts, and Agencies), ensuring that technical teams remain focused on their mission by absorbing administrative burdens and proactively managing personnel performance, risk, and stakeholder satisfaction.
Key Roles & Accountabilities

Senior Liaison: Act as the primary point of contact for GDIT leadership and U.S. Government stakeholders.

Operational Authority: Serve as the Administrative and Operational Lead for all OCONUS activities.

Contractual Stewardship: Own the resolution of feedback, compliance, and performance deficiencies.

Deployment Oversight: Ensure continuity of operations through rigorous management of passports, visas, clearances, and personnel movement.
Core Functions & Responsibilities
1. Stakeholder Management & Contract Ownership

Feedback Resolution: Serve as the central authority for capturing and resolving performance feedback or deficiencies from government stakeholders.

Continuous Improvement: Analyze performance trends, implement lessons learned, and report upward to the PMO to drive operational excellence.
• Proactive Outreach: Establish feedback loops and satisfaction metrics to
foster trust and ensure mission alignment.
2. Operational Oversight & Personnel Accountability
• Accountability: Maintain full visibility and report on personnel status
across all OCONUS programs.
• Deployment Logistics: Oversee Country Lead support for R&R, TDY,
emergency leave, and permanent departures.
• Clearance & Access: Drive the timely processing of clearances,
transportation, and post-clearance requirements to prevent operational gaps.
3. Cross-Functional Coordination
• Strategic Guidance: Provide senior-level partnership to Program Country
Leads on planning and execution.
• Synchronized Communication: Chair and set operational support meetings
to ensure internal and external alignment.
• Policy Implementation: Drive GDIT policy awareness and ensure strict
adherence to Department of State (DOS) and PTB updates.
4. Compliance & Risk Mitigation
• Deployability: Monitor and support medical readiness, visa status, and
mandatory training.
• Documentation: Maintain and update MOAs, MOUs, and Continuity
Memorandums to ensure legal and operational compliance.
Qualifications
• Experience: Proven track record in executive-level operational leadership,
specifically within OCONUS or high-threat environments.
• Contract Expertise: Deep understanding of U.S. Government contract
management, compliance, and risk mitigation.

Leadership: Demonstrated ability to manage cross-functional teams and influence stakeholders at the Embassy and Agency level.

Logistical Proficiency: Familiarity with DOS deployment processes, including visa/passport requirements and clearance protocols.

Communication: Exceptional ability to translate complex operational issues into clear, actionable executive briefings.
Mission Impact: This role is designed to minimize non-technical burdens on PTB teams, allowing them to focus on protective technology while you ensure the infrastructure of the contract remains resilient and high performing.

The likely salary range for this position is $144,500 - $195,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
