HCM Customer Development Lead/ VBS Developer

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a HCM Customer Development Lead/ VBS Developer based in United States.

This role leads a development team supporting a large-scale federal HCM modernization program built around Oracle Fusion Cloud HCM.
You will oversee the design and delivery of secure, maintainable extensions using Oracle Visual Builder Studio, APEX, Application Composer, and Page Composer.
The position emphasizes a configuration-first approach, using custom development only when standard platform capabilities cannot meet validated requirements.
You will work across extension applications, REST API integrations, reporting, workflows, sandbox environments, and production support.
The role combines technical leadership with hands-on development, architecture reviews, Agile collaboration, and mentorship of developers.
Your work will help deliver upgrade-safe, accessible, and compliant solutions for complex federal HR processes and enterprise environments.
This is a fully remote opportunity, with preference for candidates in the DMV area and up to 10% travel within the continental United States.

Accountabilities:
  • Lead a team of senior, mid-level, and junior developers in designing and delivering Oracle Fusion HCM extensions using Visual Builder Studio, APEX, Application Composer, and Page Composer.
  • Enforce a configuration-first development approach, ensuring custom code is introduced only when standard Oracle Fusion capabilities cannot satisfy validated requirements.
  • Design and develop custom page layouts, embedded applications, and extension interfaces using JavaScript, HTML5, CSS3, and Oracle JET within Visual Builder Studio.
  • Build REST API integrations that connect extension applications with Oracle Fusion HCM business objects and external federal systems through applicable API gateways.
  • Develop BI Publisher reports and data extracts, including agency-specific templates, EHRI submissions, and compliance reporting aligned with Section 508 requirements.
  • Manage sandbox environments and personalization layers to support parallel development, testing, and controlled promotion across development, test, and production environments.
  • Establish development standards, conduct code reviews, and maintain version-control practices that promote secure, maintainable, and upgrade-safe extensions.
  • Design and implement custom workflow extensions and approval routing for federal HR processes requiring functionality beyond standard Oracle capabilities.
  • Collaborate with functional consultants to translate business requirements into technical designs, estimate development effort, and identify risks during SAFe Agile sprint planning.
  • Conduct technical and architecture reviews, advising on build-versus-configure decisions and supporting governance processes.
  • Support production deployments, troubleshoot complex extension-related defects, and provide L3 technical support during agency go-live and hypercare.
  • Mentor junior team members, lead smaller technical initiatives, review deliverables, and promote best practices across Oracle Fusion HCM development.
Requirements:
  • Bachelor’s degree and at least 7 years of relevant experience; additional relevant experience may substitute for the degree.
  • At least 7 years of software development experience focused on enterprise application extension and customization.
  • At least 3 years of hands-on development experience with Oracle Visual Builder Studio, VBCS, or Oracle APEX in Oracle Cloud HCM or ERP environments.
  • Proficiency in JavaScript, HTML5, CSS3, and RESTful API development and consumption.
  • Experience with Oracle Fusion extensibility tools, including Application Composer, Page Composer, sandboxes, and personalization frameworks.
  • Demonstrated experience leading development teams in Agile or SAFe environments, including sprint planning, code reviews, and technical mentoring.
  • Experience developing BI Publisher data models, templates, and formatted reports.
  • Strong understanding of Oracle Fusion Cloud upgrade cycles and practices for maintaining upgrade-safe extensions.
  • Ability to obtain and maintain a Public Trust clearance; U.S. citizenship is required.
  • Strong analytical, communication, problem-solving, and leadership skills, with the ability to operate independently and manage complex technical issues.
  • 8+ years of software development experience and 3+ years in a technical lead role on Oracle Cloud implementations are preferred.
  • Oracle Cloud development certifications such as VBS, APEX, or OCI Developer are desirable.
  • Experience with Oracle Fusion HCM implementations for federal agencies or large enterprise environments, particularly organizations with 50,000+ employees, is preferred.
  • Experience with Oracle JET, Oracle Fusion design patterns, Oracle Integration Cloud, and OCI is advantageous.
  • Familiarity with Section 508 and WCAG 2.1 AA accessibility standards and knowledge of Oracle Fusion HCM modules such as Core HR, Compensation, Talent, and Workforce Management are valuable.

  • Annual salary range of $90,300–$189,600 USD, with final compensation influenced by factors such as geographic location, contract labor categories, relevant experience, skills, education, and certifications.
