Job Description:

This Human Resources Generalist (HRG) II position provides professional level support to the HR management team with a wide variety of special projects/initiatives, analysis/reporting, and HR administration. It also oversees the Human Resources Information Systems (HRIS) function and supervises the Business Applications Specialist position. The position will provide guidance to one or more City departments/offices as the assigned HR practitioner for employee relations matters, grievances, and policy guidance. This position reports to the Deputy Director of Human Resources.
This Human Resources Generalist (HRG) II position provides professional level support to the HR management team with a wide variety of special projects/initiatives, analysis/reporting, and HR administration. It also oversees the Human Resources Information Systems (HRIS) function and supervises the Business Applications Specialist position. The position will provide guidance to one or more City departments/offices as the assigned HR practitioner for employee relations matters, grievances, and policy guidance. This position reports to the Deputy Director of Human Resources.
Summary of Duties
- Prepare monthly, quarterly, annual, and ad hoc analyses and reports for management review; support HR teams with complex analysis and reporting for all HR functional areas.
- Conduct market research, compile data, and present findings to City executives, committees, department heads, and HR management for review and consideration.
- Manage a variety of HR projects/initiatives from start to finish, including research, planning, development, coordination, communication, and implementation.
- Supervise the HRIS function and staff member, including system planning, administration, troubleshooting, communication, and implementation, and serve as back-up for various HRIS duties/responsibilities.
- Manage FOIA responses including overseeing data/document compilation, cost estimates, and tracking system updates.
- Develop, review, and update policies and procedures; track and facilitate policy revisions.
- Support budget administration including monitoring expenditures, analyzing and forecasting spending, preparing projections, and developing budget proposals.
- Serve as HR practitioner for assigned department(s) providing guidance on employee relations matters, policy, and HR procedures.
Knowledge, Skills, and Abilities
- In-depth knowledge of HR concepts, practices, regulations, and trends.
- Skilled in analyzing and summarizing data in Excel, using advanced formulas/functions, for management review.
- Strong analytical, critical thinking, and problem-solving skills.
- Effective, clear, and persuasive oral and written communication; comfortable and skilled in presenting detailed information to large groups.
- Skilled in developing, mentoring, and collaborating with staff to achieve established goals/objectives and deliver effective and efficient service.
- Ability to evaluate and implement strategies for processes improvement.
Required Qualifications:
VOCATIONAL/EDUCATIONAL REQUIREMENT: Requires any combination of education and experience equivalent to a bachelor’s degree in human resources, management, public administration, or a closely related field.
SPECIAL CERTIFICATIONS AND LICENSES: Requires a valid driver’s license and driving record in compliance with City Driving Standards.
EXPERIENCE REQUIREMENT: In addition to satisfying the vocational/education standard, this job classification requires a minimum of five years of related, professional, full-time equivalent experience.
SPECIAL REQUIREMENTS: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
SPECIAL CERTIFICATIONS AND LICENSES: Requires a valid driver’s license and driving record in compliance with City Driving Standards.
EXPERIENCE REQUIREMENT: In addition to satisfying the vocational/education standard, this job classification requires a minimum of five years of related, professional, full-time equivalent experience.

Preferred Qualifications:
Credentialed as a SPHR, PHR, SHRM-SCP, SHRM-CP, IPMA-SCP, IPMA-CP, and/or other HR certification (e.g. CCP).
