Job Description
- Develop document, and maintain the technical and conceptual specifications in support of the overall program database designs
- Support the Operational Data Store (ODS)/Enterprise Data Warehouse team to support FEMA ODS for storing increased capacity requirements. Include O&M of the data interfaces with other systems (i.e., IFMIS)
- Support the design, development and ongoing operations of the FEMA applications database, tools and environments; Experience with PLSQL/packages
- Support the development, testing and CM teams for Functional/Security and Performance Testing, code packaging and code migration to various Test and Production environments
- Support and understand of multiple databases
- Work closely with other DBAs, application administrators, developers, and testers to improve system performance, data quality, define requirements and develop solutions to complex problems
- Work to identify, prioritize, and execute tasks to meet program goals and deliverable objectives; other tasks and activities as assigned or directed by the Program Manager.
- BA/BS degree and 10 years of related experience;
- Ability to obtain a FEMA Entrance on Duty (EOD)
- 5+ years hands-on experience as an Oracle DBA
- Proven experience installing, configuring, tuning, patching and upgrading Oracle on Solaris & Linux;
- Proven experience with Oracle/SQL
Preferred Qualifications:
- Experience with Oracle Superclusters
- Experience with Oracle Enterprise Manager (OEM) 19c and Oracle Recovery Manager (RMAN) and have SQL Scripting and PL/SQL experience
- Knowledge of Oracle advanced security concepts is a plus
- Minimum of 4 years of Oracle SQL or PL/SQL development experience
- Experience with High-Availability and Disaster Recovery architecture and configuration
- Ability to work collaboratively in a team environment with a strong focus on customer service and solution ownership
- Ability to communicate in a clear and concise manner, demonstrate strong problem solving skills and is successful when working in Integrated Product Teams
- Ability to manage time, meet deadlines and coordinate multiple, dynamic and competing priorities
- Proven mastery of troubleshooting techniques and the ability to solve problems quickly;
- Oracle Database Administrator Certified Professional helpful but not required.

OneGlobe is staffing a federal data science services team that supports a high-impact mission program. The team works alongside business analysts, machine learning engineers, application developers, and government leaders to build analytic and AI/ML capabilities on top of an enterprise analytics platform. The work spans predictive and prescriptive analytics, machine learning, natural language processing, graph analytics, visualization, and unified case management — at a scale of millions of records per day. Engagements typically run from three-month sprints to multi-year capability builds, on mostly structured data drawn from many disparate sources.
The Data Analyst is a key member of the project team, working under occasional supervision to mine, prepare, analyze, and report on mission data. They implement models built by senior team members, design dashboards and reports, and surface findings that inform program decisions and policy.
