About the Northwest Portland Area Indian Health Board (NPAIHB)
The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or “the Board”) in 1972.
Guided by a vision of “Health and Wellness for the Seventh Generation,” NPAIHB is a 501(c)3 designated (non-profit) organization and Tribal organization, P.L. 93-638, under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington (Northwest Tribes). Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors.
Led by our Board of Directors, NPAIHB’s mission is to “eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services.” We have a staff of over 120 professionals dedicated to advancing Tribal health for the 7th generation in the Pacific Northwest.

Job Title: NW NARCH Summer Institute Project Coordinator
Reports to: NW NARCH Senior Program Manager
Initial Salary Range: $28.08 – $31.38 hourly

JOB SUMMARY
Position Summary
The NW NARCH Summer Institute Project Coordinator is responsible for the planning and delivery of the Summer Research Training Institute (Summer Institute) within the Northwest Native American Research Center for Health (NW NARCH). This position supports curriculum preparation, instructor and mentor communication, participant registration, outreach, event and travel logistics, learning materials, and follow-up evaluation. The Summer Institute Project Coordinator collaborates with program staff, instructors, mentors, trainees, and evaluators to deliver an organized and culturally responsive training experience.
The Summer Institute Project Coordinator must have working knowledge of event registration and learning management systems, Microsoft Office, and Canva, along with strong communication, organization, and accurate recordkeeping skills.
This position serves on NPAIHB’s Research, Education, and Training team. The Summer Institute Project Coordinator reports to the NW NARCH Senior Program Manager (Sr. Program Manager). This scope of work is housed within the NW Tribal Epidemiology Center (NWTEC) Division.
This position is based at NPAIHB’s offices in Portland, Oregon and is expected to work on-site in accordance with applicable workplace and telework policies, including attendance at designated in-person meetings and activities.
Local travel and overnight travel outside of the area are infrequently required. See “Travel Requirements” for more information.
Essential Functions
NW NARCH Summer Institute Excellence and Success
· Supports NPAIHB’s NW NARCH Summer Research Training Institute in alignment with priorities established by member Tribes, the Strategic Plan, and applicable Tribal, federal, state, organizational, and/or funding priorities
· Contributes to an organizational culture of professional excellence, integrity, rigor, service, accountability, collaboration, and continuous improvement
· Assists the NARCH Project Director and the Sr. Program Manager in the development of curriculum and collection of syllabi and instructional materials from instructors and mentors
· Creates and maintains Summer Institute courses and materials in the learning management system (LMS) and builds participant registration in event management software (Cvent)
· Develops outreach materials and coordinates announcements through appropriate American Indian and Alaska Native networks, websites, social media, and other channels
· Coordinates training logistics, including venue arrangements, participant and instructor travel, schedules, materials, and on-site support
· Organizes recurring virtual seminars, and communicates relevant research opportunities to trainees
· Updates Summer Institute information on the NW NARCH website in coordination with appropriate staff
· Works with evaluators to collect feedback, assess the Summer Institute, and follow up on trainee progress
Project Administration and Coordination
· Tracks assigned work plans, deliverables, deadlines, and logistical details
· Coordinates payment documents and records for Summer Institute instructors and guest speakers in accordance with applicable approval and payment procedures
· Participates in regular meetings and Summer Institute discussions with Sr. Program Manager and other relevant staff to organize activities, clarify responsibilities, resolve barriers, and maintain shared accountability
· Maintains complete, accurate, secure, and well-organized NW NARCH Summer Institute files and supporting records (including trainee files, registration records, and participant data) in compliance with NPAIHB and applicable external requirements
· Maintains calendars, Access database, administrative systems, or other tools with current information regarding activities, deliverables, deadlines, requirements, approvals, and required follow-up
· Contributes to required grant reports and supporting materials, including gathering necessary information and facilitating timely completion and submission
· Submits an electronic Monthly Activity Report (eMAR) to the Sr. Program Manager at the end of each month, and completes other assigned administrative reporting activities as needed

· Performs other duties as assigned by the Sr. Program Manager and/or Executive Director or designee

Qualifications
Education
Minimum education required*:
· Bachelor’s Degree in Public Health, Education, Social Sciences, Biological Sciences, or a closely related field
o In lieu of the minimum educational requirement, at least five (5) years of experience in coordinating education, training, public health, health research, or Tribal program activities, or a closely related field that demonstrates the knowledge, skills, and abilities required for the position may serve as an acceptable substitute for the minimum education requirement.*
* Note: the substitute-experience requirement is the total experience threshold, and is not added to the shorter minimum requirement listed in the Experience section below. All other distinct education, credential, and experience requirements remain applicable.
Experience
Minimum experience required:
· At least two (2) years of experience coordinating education, training, public health, health research, or Tribal program activities, or a closely related field, that demonstrates the knowledge, skills, and abilities required for the position
Additional experience preferred:
· At least one (1) year of professional experience working with Tribes, Tribal organizations, Tribal communities, or Tribal health clinics
· Direct experience working with Northwest Tribes
· Experience coordinating training events, learning activities, and/or mentor relationships
Required Knowledge, Skills, and Abilities
· Familiarity with the Indian Self-Determination and Education Assistance Act, Indian Health Care Improvement Act, and other relevant legislation
· Intermediate proficiency with common workplace software programs (including Microsoft Word, Excel, PowerPoint, Teams, and SharePoint, as well as Adobe Acrobat)
· Intermediate proficiency with Microsoft Access or comparable database tools
· Intermediate proficiency with Cvent or similar event management software
· Strong technical writing skills, including spelling, grammar, and proofreading
· Effective interpersonal skills

Probationary Period
External applicants must agree to serve a minimum six-month probationary period during which time their employment can be terminated at will. For the purpose of evaluating job performance, internal applicants may be required to serve an additional probationary period when job duties change significantly.
Work Conditions
Physical Demands
This position primarily involves sedentary work, including lifting no more than 10 pounds at a time, and occasionally lifting or carrying small articles such as files, supplies, or small tools. The work is primarily performed while seated but may require occasional standing and walking.

Travel Requirements
Local travel is infrequently required. Overnight travel outside of the area is infrequently required. Attendance at quarterly NPAIHB Board Meetings is occasionally required. These meetings are held both locally and hosted by our member Tribes on a rotating basis, typically taking place during the third or fourth weeks of January, April, July, and October, and requiring a minimum stay of two overnights per meeting.
