Job Description
Under direction of the Director of Fiscal Services, performs complex technical work in the accounting of State and Federal projects; monitors, reconciles, and assists in the development of budgets and applications for funding; performs analytical and statistical work in compiling, auditing and maintaining accounting records; prepares financial statements and reports; and performs related duties as assigned.

Ability to:

- Assists in the supervising of the accounting operations of the district.
- Performs professional accounting work dealing with Federal and State projects in accordance with a prescribed accounting system and generally accepted accounting principles.
- Updates and maintains position control database, making adjustments as necessary.
- Assists in the development of project funding applications.
- Maintains control over account expenditures and balances.
- Develops and implements a variety of financial control and reporting procedures involving budgeting, allocating, receiving, disbursing, accounting and reporting funds.
- Reviews and updates budget on a regular basis.
- Records adjustments to the general ledger; conducts research and compiles statistical information.
- Coordinates the year-end closing and analysis.
- Organizes the data for and prepares a variety of regular and special Federal, State and local reports.
- Calculates, prepares and maintains enrollment and average daily attendance reports and data.
- Provides technical expertise and guidance regarding attendance regulations and requirements.
- Acts as a back-up and provides technical support to fiscal services staff; provides a wide variety of information and assistance to District and other personnel regarding accounting, budgeting, financial analysis and account reconciliation.
- Operates computers.

- Two years of college coursework in accounting and five years of responsible accounting experience in performing two or more of the following is required: financial or budget analysis; accounting operations analysis; income, expenditure or program accounting or auditing – or such alternative the personnel commission may find desirable
- . Experience in the development and control of public education specially funded projects is required.
Ability to:
- Perform difficult financial analysis work; analyze, compile, statistically treat and display data graphically;
- Learn and apply departmental and district policies, laws and rules;
- Interpret guidelines and contracts and apply to financial procedures;
- Prepare clear and concise reports;
- Complete assigned projects and duties requiring research, use of initiative and independent judgment within strict timelines;
- Evaluate accounting operations and recommend changes in procedures and forms; operate a variety of office equipment, including computers and 10-key by touch;
- Understand and follow written and oral instructions; and,
- Establish and maintain effective working relationships.
- The principles, practices and terminology of accounting and budget development;
- Financial research and analysis methods;
- The principles and practices of auditing;
- The fundamental application of data processing to accounting;
- Spreadsheet programs; office practices and procedures;
- The set-up and maintenance of filing systems; and,
- The operation of office equipment, including 10-key and computers.
- Constant sitting; occasional standing, walking, and bending;
- Requires the use of hands and fingers to perform repetitive hand/finger movements for activities such as but not limited to using a keyboard and 10-key;
- The ability to hear and speak in order to communicate effectively;
- The ability to see numbers and words posted on ledgers, invoices and computer programs; and,
- The ability to lift and carry 25 pounds.
