About This Position

The City of Kenosha’s Human Resources Department aims to create a positive and productive workplace for City employees. The Human Resources Department serves as the link between prospective employees and City departments in an attempt to recruit and retain the most qualified individuals. The department also serves as a strategic resource to City departments, providing advice, support, and recommendations to effectively utilize and manage the City’s most valuable asset – its people.
  • Employee Relations - Provides guidance to City leaders and employees in numerous areas including training, performance management, conflict resolution, grievance responses and hearings, and progressive discipline. Develops solutions and strategies to address complex employee/labor relations issues and conducts investigations involving misconduct, harassment/discrimination, etc. investigations.
  • Compliance - Develops, interprets, implements and advises leaders and employees on City policies/procedures, relevant State and Federal laws, collective bargaining agreements, and employee benefits. Takes initiative to propose updates to policies/procedures as laws, policies and best practices change.
  • Classification & Compensation - Understands and educates City leaders and employees on compensation structure, internal equity, personnel budgets, Fair Labor Standards Act (FLSA) requirements, and proper position classification.
  • Leave & Accommodation Administration - Manages the process and approvals for all leave and accommodation requests including medical leaves, Family Medical Leave Act (FMLA) requests, military leave, and Americans with Disabilities Act (ADA).
  • Recruitment - Develops recruitment strategies tailored to various City departments and manages recruitment processes to attract and retain the most qualified individuals.
This position will be part of a project team implementing the HR and Payroll modules of the City of Kenosha's new ERP system!

Requirements:
  • Bachelor's Degree from an accredited institution in Human Resource Management, Business Administration, Psychology, or a related field.
  • Five (5) years of professional human resources experience independently managing employee relations, compliance, leave and accommodation administration, and classification and compensation preferably in the public sector.
Skills & Abilities:
  • Excellent verbal and written communication skills.
  • Ability to exercise excellent professional judgement.
  • Ability to research independently and make sound decisions.
  • Ability to create and maintain strong relationships across all employment levels.
  • Ability to problem solve challenging situations.
  • Ability and desire to make a positive impact on the City of Kenosha.
Additional Requirements:
  • Tasks involve some physical effort during job analysis activities; some climbing, walking over rough or uneven surfaces, bending, stooping, working in confined spaces.
  • Infrequent exposure to adverse environmental conditions.
  • Tasks require sound and visual perception and discrimination.
  • Oral and written communication ability.
  • Odor, depth and texture perception and discrimination.
