About This Position
This class is accountable for independently performing a full range of tasks in conducting plan reviews and inspections of facilities for compliance with construction, fire safety and other applicable codes and regulations.
- Accepts code modifications requests.
- Answers technical enforcement and administrative questions that relate to the building inspection in a specific field, and town and building code enforcement.
- Attends meetings as required for plan review with architects.
- Authorizes the issuance of Certificate(s) of Approval and Occupancy.
- Completes federal and state inspection forms.
- Consults with facility administrators regarding building, fire and health safety code requirements and corrective measures.
- Enforces a variety of building and construction safety codes.
- Inspects all new residential and commercial projects for code compliance.
- Oversees the receipt and resolution of complaints regarding Building Code violations.
- Performs duties set forth in Section 29-262-5b of the Connecticut General Statutes.
- Performs on-site inspection surveys of a variety of facilities.
- Prepares and presents documentation for conferences, meetings and hearings.
- Responds to complaints regarding physical plant or fire safety.
- Reviews documentation, inspects, gathers data and evaluates building interior, exterior, site conditions, building systems and life safety equipment.
- Reviews facility related plans and specifications.
- Reviews, inspects, approves and prints building, electric, fire protection, elevator, demolition and amusement device permits.
- Tests required emergency systems.
- Writes citations, narrative reports and other documentation or correspondence as required.
- May conduct site inspection and feasibility studies for location, renovation or conversion of facilities.
- May participate in disaster preparedness program, serving as a member of the response team.
- May review facility plans and provide advice to architects, engineers, providers and contractors concerning code compliance.
- Performs related duties as required.
Knowledge, Skills, and Abilities:
- Knowledge of principles and practices of building design, construction and systems.
- Knowledge of building, health and fire safety codes and standard tests for fire rating.
- Knowledge of State of Connecticut and Town Codes, Ordinances and Laws including but not limited to: State Building Code, Mechanical Code, Plumbing Code, Fire Code, Life Safety Code and the National Electric Code
- Knowledge of building materials and equipment.
- Knowledge of health facility building requirements.
- Interpersonal skills.
- Oral and written communication skills.
- Skill establishing and maintaining effective working relationships with Town Officials, Town staff, business owners and managers, contactors and variety of State, County and Federal officials and agencies and the public.
- Skill in preparing and presenting complex reports and information to person of varying interests and understanding.
- Skill in reviewing projects and developments to determine whether they comply with the Town and State applicable building codes.
- Skill in working effectively in an environment subject to interruptions, changing priorities and increasing volume.
- Ability to review plans and specifications in relation to code compliance.
- Ability to plan and conduct building engineering surveys and investigations.
- Ability to utilize computer software.
- Ability to work effectively and respectfully with individuals from diverse backgrounds and communication styles.
Minimum Qualifications: Six (6) years of experience in building design, engineering, construction or inspection including demonstrated experience in reviewing plans and specifications for code compliance for large scale building projects. College training in architecture, architectural, mechanical, civil, structural or electrical engineering or building construction or related courses in fire technology, fire and life safety systems design or a related discipline may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
Incumbents in this class must hold an Assistant Building Official or Building Official license. Incumbent may be required by the appointing authority to possess and retain appropriate other current licenses, permits and/or certifications including certification by the State Fire Marshal as a Fire Marshal, Deputy Fire Marshal, Fire Inspector or Hazardous Materials Inspector or to successfully complete the first program offered after appointment. Incumbents in this class may be required to complete ninety (90) hours of job-related continuing education every three (3) years in accordance with Section 29-298(a) of the Connecticut General Statutes. Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
