About This Position

JOB SUMMARY:

Performs routine and professional duties in coordinating personnel functions of the County. Administers the County’ Personnel Policies and maintains personnel information files. Oversees the benefit program insuring all required communications are distributed in a timely manner, coordinates benefit enrollment, processes necessary forms. Coordinates and oversees worker’s comp and general liability claims and processes forms in a timely manner. The person holding this position initiates their own daily assignments, prioritizes work load, follows through on matters, uses independent judgment and skills to take appropriate actions to deal with standard recurring situations. Works under the joint supervision of the Finance Officer and County Administrator.


ESSENTIAL JOB FUNCTIONS:

Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.


Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.


Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.


Initiate and maintain a variety of files and records for information such as personnel, attendance, payroll and budget. Maintain manuals and update resource materials; organize and maintain complex technical filing systems.


Prepare and revise various operating procedures, rules and regulations upon request; develop and revise office forms and report formats, as well as report preparation.


Ensures confidentiality of files and records and assures compliance with FMLA, State Law and County policy in controlling access to and release of information.


Case management of all county claims, including general liability, worker’s compensation, auto and property claims. Act as a liaison to insurers, counsel, and other interested parties; including monitoring ongoing litigation; reviewing claims, and tracking expenses. Assists with accident investigations and/or follow-up on claims as requested. Prepare appropriate claim forms and other necessary documents for claim submittal, including receipts and invoices for timely payment; monitors and updates all claims while maintaining strict confidentiality of operations and records. Collects paperwork, files claims and monitors work compensation status communicates with injured employee and oversees claim helping injured worker through process.


Acts as the County’s benefits administrator communicates with employees regarding employee benefits programs, such as health insurance, retirement plans, and paid time off. Directs new hires through enrollment process.


Writes and updates job descriptions as needed.


Writes and posts Help Wanted adds, maintains records of job postings and applicant information.


Schedules and prepares interviews, processes candidates through new hire process. Holds an orientation for newly hired employees completing all necessary paperwork and processing forms to ensure enrollment in applicable insurance benefits, provides payroll department necessary forms for newly hired employee.


Processes paperwork and assures timely filing of forms for all employee actions such as pay adjustments, counseling, evaluations and terminations.


Creates and maintains files in paper and electronic versions.


GENERAL REQUIREMENTS:

  • Performs additional tasks as assigned, including filling in for other staff as necessary and/or required.
  • May be required to work alternate schedules and/or in other work locations.
  • Possess oral and written skills to communicate effectively, including but not limited to communicating actively, clearly, and regularly with supervisors and/or co-workers on all work-related topics.
  • Understands, observes, enforces, and complies with all County and Departmental policies, procedures, and protocols when performing job duties both on and off County premises.
  • Establishes and maintains professional working relationships with all County employees, customers, vendors, and community members.
  • May be required to effectively manage multiple projects, deal with stressful situations, and adapt to sudden and unexpected changes in work assignments.
  • Must reside within Huerfano County within 90 days of hire

OTHER REQUIREMENTS

  • Colorado Bureau of Investigation Proper System Usage Training within 30 days of hire.
  • The following Incident Command System Training is required within one year of hire: ICS 100, 200, 700, and 800
  • Background check by employer during the hiring process

MINIMUM QUALIFICATIONS:

  • Knowledge and level of competency commonly associated with completion of associate’s degree in a course of study related to the occupational field, including but not limited to: human resources, organizational behavior, or industrial psychology. Bachelor’s degree preferred.
  • At least 3 years of experience sufficient to thoroughly understand the diverse objectives and functions of the department’s component units in order to direct and coordinate work within the department.
  • Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.
  • Possession of, or ability to obtain, a valid Colorado Driver’s License.

DESIRED QUALIFICATIONS:

  • Knowledge of County organization and operations.
  • Must be able to organize and prioritize duties as presented to ensure timely completion of many “time-sensitive” projects and or tasks.
  • Must have working knowledge of common HR practices and policies and labor laws.
  • Must have strong working knowledge of Microsoft Office products and email functions. Proficiency with or the ability to quickly learn the organizations HRIS and talent management systems.

PHYSICAL DEMANDS:

The work is performed in an office setting. Typical duties require sitting, walking computer work and using office related equipment. May require walking, climbing stairs, lifting up to 20 pounds, bending, reaching, holding and grasping objects with hands. Must use fingers to type on computer keyboard. Position requires ability to read, speak, hear and write the English language.


USUAL DEMANDS:

Work is subject to frequent interruptions and inflexible deadlines. The work flow requires the ability to prioritize and manage several tasks in coordination with answering the phone and having interaction with employees.
