About This Position

This is supervisory revenue collection work directing the collection of revenues owed to the City. Employees in the Tax specialty plan, assign and review the work activities of a group of collection representatives, clerical staff and/or tax assessors, in the collection of real estate, business and other taxes, and the determination of tax liabilities, interests and penalties. Employees in the Water Specialty plan, assign and review the work activities of a group of collection representatives and clerical staff engaged in the collection of current and delinquent water/sewer bills. Work includes explaining the city’s tax or water ordinances and regulations, and the computation of charges, interests and penalties to debtors and/or their representatives. Employees in this class perform a variety of clerical duties and may supervise and directly engage in the identification of debts owed, assessment of debtor ability to pay, negotiation of repayment plan and the pursuit of legal enforcement measures. Contact with the general public, attorneys and court officials is a significant aspect of the work. Work is performed under the general supervision of an administrative superior.

ELIGIBLE LIST: DEPARTMENTAL-ONLY PROMOTIONAL: Only a departmental promotional eligible list for the Revenue Department will be established as a result of this examination. Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.


PREFERENCE FOR PHILADELPHIA RESIDENTS: Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other people receiving an identical test score.


To receive sucha preference, candidates must respond to the question regarding residence on this application. This response will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.


If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration.

COMPUTER-BASED EXAM

This examination will be scheduled for April 15, 2026. Please note that this examination date is subject to change.


Candidates will need access to a desktop computer or laptop with a webcam and internet access to take the examination. Candidates will need to be able to operate computerized software proficiently and independently.

TEST REVIEW:

In accordance with Civil Service Regulation 9.091B, candidates will have 30 days after the results have been mailed to review their test and to file appeals to the key answers. Call 215-686-0880 if you wish to schedule a Test Review.



High School/GED

The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.

ANTICIPATED ELIGIBILITY
Candidates who meet all eligibility requirements within 6 months of the application deadline will be admitted to this examination. Successful candidates will be placed on the eligible list but may not be hired or promoted until all requirements have been satisfied.


1. CIVIL SERVICE STATUS:

Presently employed by the City of Philadelphia with permanent Civil Service status in the Revenue Department with a performance rating of Satisfactory or higher.


AND

WATER SPECIALTY:
2. EDUCATION: Completion of the twelfth school grade.

AND

3. GENERAL EXPERIENCE: Three years of clerical experience.

AND

4. SPECIFIC EXPERIENCE: Two years of experience as a Collection Customer Representative with responsibility for the collection of water or sewer bills, explanation of appropriate ordinances and regulations, establishment of agreements for payment, and follow-up to effect the collection of bills and delinquencies, or testifying or attending hearings regarding the collection of delinquent water and sewer accounts.

OR

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which includes the specific experience.

PHYSICAL AND MEDICAL REQUIREMENTS: Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
