Description:

Travel

Up to 100% travel or relocation to active project sites; rotational schedules available

POSITION SUMMARY

The Assistant Project Manager (APM) is a site-based leader on the project management track who partners with the Project Manager and Superintendent to deliver wind repower, decommissioning, and deconstruction projects safely, on schedule, and within budget. The APM owns the commercial engine of the project: cost control and forecasting, subcontract and offtake administration, owner billing, change management, and schedule. The APM also directs the Field Engineers who capture the production, shipping, and site condition records behind every pay application and claim. From turbine drop and component processing through recycling offtake, foundation and collection system removal, and final reclamation, the APM makes sure every dollar, ton, and contract obligation is tracked, defensible, and closed out cleanly.

This role brings Destructable's core values to life: it takes grit to keep complex, multi-party projects on track through weather holds, crane-critical windows, and changing site conditions; the drive to grow as the APM develops toward full Project Manager ownership; and the initiative to innovate by improving how the team forecasts cost, maximizes offtake value, and delivers on Destructable's zero-landfill commitment. Strong project controls are what turn a demolition scope into a profitable, audit-ready project that owners, landowners, and partners trust.

KEY RESPONSIBILITIES

  • Develop and maintain the project budget, cost codes, and monthly cost-to-complete forecasts; report variances and margin risk to the Project Manager.
  • Prepare and submit monthly owner pay applications backed by Field Engineer production quantities, scale tickets, and load manifests.
  • Track recycling and salvage offtake revenue (steel, copper, blades, gearboxes, and other components) and reconcile shipped tonnage against offtake agreement terms, pricing indices, and buyer settlements.
  • Identify, price, and negotiate owner change orders; issue and administer subcontractor change orders; maintain the change order and potential change log.
  • Build and maintain notice and claim files for delay events, differing site conditions, weather, and standby, in compliance with contract notice requirements.
  • Lead project buyout: prepare bid packages, evaluate proposals, and award subcontracts and purchase orders for crane, trucking, cutting and processing, civil, and reclamation scopes.
  • Administer subcontracts and POs; review and approve subcontractor invoices; track commitments, lien waivers, insurance certificates, and retainage.
  • Coordinate procurement and logistics for crane mobilization, specialty rigging, blade-cutting equipment, and heavy haul, including oversize/overweight permits and route surveys.
  • Develop and update the project schedule (Primavera P6 or MS Project) with the Superintendent, covering turbine sequencing, crane walks, outage windows, and critical-path tracking.
  • On repower projects, coordinate removal scope with the owner, OEM, and repower contractor, including nacelle, hub, and blade exchange, component staging, and handoff of reused foundations and collection systems.
  • On decommissioning and deconstruction projects, manage removal of turbines, foundations to the specified depth, collection systems, access roads, and substations, and site restoration per the decommissioning plan and landowner agreements.
  • Manage permits and regulatory compliance, including county decommissioning plans, SWPPP, environmental and cultural resource requirements, road use agreements, and landowner crop damage obligations.
  • Serve as a primary point of contact for owners, landowners, utilities, and offtake partners; lead weekly owner and subcontractor meetings and distribute minutes and action items.
  • Direct and mentor Field Engineers on production tracking, submittals and RFIs, QA/QC documentation, and the project filing standard.
  • Promote a zero-incident safety culture by taking part in pre-task planning, crane lift plan and controlled-drop reviews, hot work planning, and incident investigations with the Site Safety lead.
  • Oversee the Project Quality Plan, verify as-left and reclamation conditions against scope, and maintain zero-landfill diversion and recycling chain-of-custody records.
  • Lead project closeout: final quantities, turnover documentation, lien releases, retainage collection, and lessons learned submitted to the Best Practice Database.
  • Perform additional duties as assigned to support project and team objectives.
Requirements:

QUALIFICATIONS

  • Bachelor's degree in Construction Management, Construction, Civil, or Mechanical Engineering, or a related field, or an equivalent combination of education and experience.
  • 3 to 5+ years of construction experience, including at least 2 years as a Field Engineer, Project Engineer, or APM on utility-scale wind, heavy civil, industrial, or demolition projects; repower or decommissioning experience strongly preferred.
  • Working knowledge of construction contracts (EPC, BOP, MSA, unit-price, and T&M), subcontract administration, change management, and owner billing.
  • Proven ability to build and manage budgets, forecasts, and cost reports, and to tie field production data to revenue.
  • Experience with scheduling software (Primavera P6 or MS Project) and project management or cost platforms such as Procore, Viewpoint/Vista, or HCSS.
  • Familiarity with crane operations, rigging and lift planning, heavy haul logistics, and scrap and recycling commodity markets is a plus.
  • Strong written and verbal communication skills with owners, landowners, regulators, and subcontractors; advanced Microsoft Excel skills.
  • Current, valid driver's license and ability to pass background and drug screening.

CERTIFICATIONS

Preferred Certifications:

  • OSHA 30-Hour Construction
  • First Aid/CPR/AED
  • Fall protection training (ANSI Z359-aligned competent person preferred)
  • PMP or CAPM (Project Management Institute)

Obtain within 90 days (company sponsored):

  • OSHA 30-Hour Construction
  • First Aid/CPR/AED
  • GWO Basic Safety Training, onshore modules
  • Hot Work/Fire Watch (NFPA 51B-aligned)
  • LOTO authorized employee training
  • Rigging and lift planning awareness (ASME B30 and OSHA 1926 Subpart CC-aligned)
  • SWPPP/erosion and sediment control inspector training (state-specific)

CAREER PATH

The Assistant Project Manager sits on the project management track as the bridge between field execution and full project ownership. The role advances to Project Manager and then Senior Project Manager as the APM demonstrates the grit to deliver complex, multi-stakeholder projects and the initiative to innovate on cost control, offtake strategy, and project delivery. APMs are expected to develop the Field Engineers who report to them, building the next generation of Destructable project leaders. Cross-division movement into estimating, preconstruction, or the field leadership track is also available.

WORKING CONDITIONS

Work is split between active repower, decommissioning, and deconstruction project sites and the site office, with exposure to heavy equipment, crane operations, hot work, and controlled demolition activity. The role requires standing and walking on uneven terrain in a range of outdoor weather conditions; tower entry may be required, subject to certification. Extended travel or rotational schedules are typical, with projects commonly running 6 to 12 months. Standard schedule follows the project work calendar, including extended shifts during critical-path phases and month-end billing cycles.

Destructable, Inc. is an equal opportunity employer committed to a zero-landfill mission in wind turbine decommissioning and recycling.
