About This Position
Under general direction, this position leads and performs a broad range of complex, sensitive administrative, analytical and technical duties requiring considerable knowledge of core risk management functions including liability claims, city insurance requirements, litigation management, related policies and procedures and ability to perform research, management audits and analyses, and program analysis and monitoring. This position involves reviewing and settling claims to ensure compliance with best practices and procedures, as well as conferring with legal counsel on claims that may require litigation. Ideal candidates will have strong analytical skills, attention to detail, and a solid understanding of risk management.

- Formulates recommendations and implementation plans for solutions to administrative, management and operational problems and issues.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public agency risk management; researches emerging products and enhancements and their applicability to City needs.
- Monitors changes in regulations and technology that may affect operations; participates in and implements systems, technological, policy and procedural changes after approval.
- Provides highly complex staff assistance to Department Manager.
- Assists in the development of goals, objectives, policies and priorities for Administrative Services Department; makes recommendations on the formulation of and risk and safety related policies and procedures
- Review and analyze claims and settlements for compliance with company policies and procedures.
- Assess and determine the validity of claims, ensuring accurate and timely processing.
- Collaborate with legal counsel on complex claims requiring litigation or legal review.
- Negotiate settlements for claims as necessary.
- Maintain accurate records and documentation of claims activities and outcomes.
- Provide insights and recommendations for improving claims processes and policies.
- Stay updated on industry trends, regulations, and best practices related to claims management.
- Assist in training and mentoring junior staff on claims analysis procedures.
- Assess property and casualty damage to City properties and coordinate recovery processes with insurance brokers.
- Assists the TPA with claims investigations, conducting case management activities, and ensuring proper negotiation and settlement of claims.
- Review reserves on all pending claims.
- Create and provide statistical reports on claims.
- Provide information regarding litigated claims and loss trends.
- Oversee and prepare risk analysis reports assessing the nature, type, cost, and duration of claims.
- Develop and establish claims handling procedures and quality control measures.
- Assist with collection of subrogation claims.
- Reviews and investigates injuries, property damage, occupational hazards, liability claims and other situations regarding potential loss to the City. Investigates accidents involving City employees, property, or equipment; prepares reports with analysis of causative factors and preventative measures.
- Performs analyses and makes recommendations; writes staff reports, ordinances, resolutions and agreements; makes presentations to City Manager, Department Directors, and City Council.
- Provides professional staff support to departments, including interpretations of laws, contracts, rules, regulations and policies related to risk management programs and area of assignment.
- Collects, compiles and analyzes data from various sources for related programs, which include complex financial, budget and administrative issues.
- May supervise lower-level staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.
Bachelor’s Degree in Risk Management, Public Administration, Business Administration or a related field, plus 5 years experience in public management experience (preferably local government), or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A master’s degree is preferred.
