About This Position

The salary range for this position is currently under review and proposed adjustments are pending City Council approval, set for late May 2025.

THE POSITION

The Power Plant Supervisor supervises the Operations, Instrumentation and Maintenance sections of the Power Production division in the Department of Water and Power; directs supervisors and employees responsible for the control, operation and maintenance of the City's power-generating units and auxiliary equipment; coordinates generating unit activities with the Wholesale Operations and Power Dispatch units to meet City and CAISO power needs; provides professional advice to management on power-generation unit availability, efficiency, environmental, health and safety.

The major responsibilities of this position are listed below. For more detailed information, please review the job description.

  • Develops and writes Requests for Proposals, Specifications and Requests for Quotations for materials, supplies and services generally required for power plant maintenance and operations. Seeks quotes and bids from vendors through the formal and informal procedures in accordance with the City's Purchasing Policy.
  • Prepares agenda reports recommending City Council action on contracts. Marks up and prepares contracts for approval routing. Writes, submits and tracks purchase order requests, manages contracts by preparing task orders, preparing contract amendments and change orders, reviewing work, tracking deliveries of supplies and reviewing and approving invoices for payment.
  • Manages the performance of staff; interviews and selects new staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development;
  • Applies process improvement and quality management principles to assigned areas of responsibility.
  • Participates in the formulation and implementation of departmental strategic plans, goals and objectives to achieve the City's and department's strategic plan; leads and directs staff and outside consulting resources in the development and application of new methods and processes to achieve higher efficiency, productivity and customer service in department work processes.
  • Coordinates power generating unit and equipment outages; prioritizes maintenance and replacement needs; schedules compliance and engineering testing.
  • Ensures facility is in compliance with all federal, state and local regulatory agencies' rules, regulations and permits; inspects facilities and equipment to ensure conditions are safe for employees and the public; ensures compliance reports are prepared and submitted accurately and in a timely manner.
  • Approves invoices, purchase orders, credit card purchases and check requests; tracks delivery of materials and supplies.
  • Responds to emergencies, planned and unplanned outages and prepares and directs the response and recovery; oversees and approves overtime work; acts as division liaison with other PWP divisions, City management, elected officials and other utilities.
  • Plans, organizes and conducts management and program analysis relating to power production and associated facilities and equipment capital improvement projects; identifies problems, determines analytical techniques and statistical and information-gathering processes and obtains necessary information and data for analysis; analyzes alternatives and makes recommendations; discusses findings with subordinates and management; prepares reports of study conclusions; develops implementation plans and oversees implementation; drafts reports, recommended policy change documents and presentation materials for management.
  • May act for a Power Plant Manager in that individual's absence.
  • Regular attendance is an essential function of this classification.

EDUCATION AND EXPERIENCE
  • Completion of two years of college-level coursework with specialization in business administration, engineering, or closely related field AND At least (7) seven years of progressively responsible experience in the operation or maintenance of high-pressure steam boilers, turbo-electric generators, combustion turbines and their associated auxiliaries, with at least two of which involved supervising power plant operations, instrumentation or maintenance; or an equivalent combination of training and experience.

  • Graduation from an accredited four-year college or university with a major in business administration, engineering, construction management or another relevant field is highly desirable.

SELECTION PROCESS

The selection process will consist of a training and experience evaluation, interview panel, department-level interviews and possibly an online assessment.

Probationary work period is (1) one year. This position is a part of the Pasadena Management Association (PMA) bargaining unit.

VACANCY INFORMATION

There is currently (1) one vacancy in the Power Supply Division of the Water & Power Department.


Must possess a valid California Class C driver's license and comply with the City's Motor Vehicle Safety Policy during the course of employment.

Annual certifications for CPR, First Aid, Asbestos Abatement per OSHA requirements are required within six months of appointment and during the course of employment.
