Job Description

To perform semi-skilled tasks and equipment operation work in the repair and maintenance of Village-owned property under the jurisdiction of the Department of Public Works. Work involves responsibility for the safe operation of a variety of specialized equipment used in public works maintenance and repair operations.


Essential and other important responsibilities and duties may include, but are not limited to, the following:


Respond to emergency work situations 24 hours a day. Plow streets, parking lots, etc. in assigned areas of town during the snow season. Assist in repairing water main breaks, storm damage, etc. under the guidance of the responsible crew.


May operate one or more pieces of equipment such as: large front end loader, back hoe, snow plow, large roller, dump truck, aerial lift, skid loader, vactor, flusher,brush chipper, etc.


Make routine field adjustments and repairs to equipment; assist in the maintenance of equipment.


Perform daily preventative maintenance and care on assigned equipment. Keep vehicles clean and free of debris.


Comply with all personal safety rules and regulations, both written and verbal as instructed by the supervisor.


Perform related work as required.


Other essential duties when assigned to the Underground Division:

Inspect sanitary and storm sewers. Assist in the repair and installation of sanitary and storm sewers, manholes, and catch basins.


Inspect, operate and assist in the repair of lift stations.


Clean catch basins.


Read and interpret necessary information on utility plat maps, blueprints, etc.


Assist in performing concrete repairs and finishing work; complete related tasks including building wooden forms and operating cement mixer.


Collect field data for computer inventory program.


Assist in completing seasonal sewer flushing.


May conduct final readings on water meters throughout town. May respond to appointments made by the Finance Department.


Assist in the use of specialized equipment including meter reading equipment, hydraulic valve operators, line stop machines, tapping machine, etc.


Assist in the installation, repair and replacement of water main, valves, fire hydrants and water services.


Assist in conducting flow testing on water mains.


Read and interpret necessary information on utility plat maps, blueprints, etc.


Locate and perform shut-offs on service lines as needed.


Perform utility locates; coordinate wit contractors and J.U.L.I.E. for joint locators.


Assist in completing seasonal hydrant flushing.


Collect field data for computer inventory program.


Assist in the water valve exercising program.

Other essential duties when assigned to the Streets/Forestry and Electrical Division:

Repair pot holes and utility trenches with cold mix asphalt.


Perform permanent hot mix repairs on streets, parking lots, drive approaches and utility trenches.


Prepare streets, etc. for repair using air hammers and or concrete saw.


Fill holes, low areas and edges in alleys and unimproved streets with gravel.


Install and remove barricades, snow fence and posts.


Load and haul construction debris, landscaping debris, etc. to disposal site.


Salt and plow streets as needed during the snow season.


Apply ani-icing material


Maintain daily work records


Trim trees on a daily basis.


Assist with tree removal.


Operate paver, roller and street sweeper.


Assist in the repair and replacement of streetlight poles and rebuilding of streetlight heads. Replace streetlight bulbs.


Assist in the repair of wires associated with cable breaks.


Locate existing utilities; coordinate with contractors and J.U.L.I.E. for joint locates.


Assist in the design, construction and installation of various signage for both permanent and temporary traffic control purposes. Properly measure for location of signage; use hydraulic post pounder for installation; operate heat applicator for constructing signs.


Traffic striping including lane control and markings.


Install traffic counters.


Other essential duties when assigned to the Water Distribution Division:

May conduct final readings on water meters throughout town. May respond to appointments made by the Finance Department.


Assist in the use of specialized equipment including meter reading equipment, hydraulic valve operators, line stop machines, tapping machine, etc.


Assist in the installation, repair and replacement of water main, valves, fire hydrants and water services.


Assist in conducting flow testing on water mains.


Read and interpret necessary information on utility plat maps, blueprints, etc.

Other important responsibilities and duties

May be required to use computer applications as it relates to the individual divisions.


Assist other departments with tasks as needed.


Knowledge of:

Safe use of common hand and power tools.

General work hazards and safety precautions.

Applicable traffic laws and regulations.


Ability to:

Learn safe operating procedures for specialized utility equipment and chemicals.

Safely operate vehicular equipment, hand and power tools.

Learn safety precautions associated with public works operations.

Learn traffic laws and regulations governing equipment operations and work zone safety.

Learn to identify operational problems and determine needed repairs.

Learn to read and interpret plat maps and blueprints, and apply information to field operations.

Respond tactfully to requests and inquiries from the general public.

Understand and carry out oral and written instructions.


Establish and maintain effective working relationships with others.

Work as a member of a team and/or independently.

Learn confined space entry procedures.

Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include:

  • Excessive walking, standing or sitting for extended periods of time.
  • Excessive lifting and carrying of equipment, tools, construction debris, etc.
  • Using Self Contained Breathing Apparatus and performing emergency rescues if needed (e.g. confined space entry procedures).
  • Operating assigned equipment (truck, back hoe, jackhammer, snow plow, tools).
  • Climbing ladders to gain access to excavations, lift stations, manholes and onto equipment.
  • Strenuous manual labor for extended periods under unfavorable climatic and working conditions.

Maintain effective audio-visual discrimination and perception needed for:

Making observations.

Communicating with others.

Reading and writing.

Operating assigned equipment.

Performing needed repairs.

Communicate clearly, both oral and written.

Learn to interpret and give directional hand signals.

Maintain concentration for the safe performance of duties in unfavorable working conditions.

Maintain daily work records.


Education Guidelines

High School Diploma or General Education Degree (G.E.D.).


License or Certificate

Ability to earn within three (3) months of date of hire the State of Illinois CDL Class B with Air Brake and Tanker Vehicle Endorsements.


Valid Driver's License.


Flagger certification.
