IREX seeks a Grants, Subawards, and Contracts Advisor to support the Higher Education for Innovation and Growth (HEIG) Activity in Jordan.
Job Summary
The Grants, Subawards, and Contracts Advisor will oversee grants and contracts management and compliance support for the HEIG Activity. Reporting to the Finance and Operations Director, the Advisor will manage the day-to-day financial operations of grants, subawards, and contracts; ensure compliance with applicable IREX, donor, and U.S. Government requirements; monitor the program budget; provide required reporting; and maintain financial records for program activities. This position has no staff-management or HR responsibilities.

What You’ll Do
- Grants, Subawards, and Contracts Management: Lead the design of subaward solicitation processes and prepare complete award packages, grantee agreements, and supporting documents for donor review and approval. Manage subaward start-up and closeout, prepare grant modifications, maintain the online grant-tracking system, and ensure complete and compliant award documentation. Coordinate with program staff to maintain an effective grants-management system and support local organizations in finalizing proposals and budgets.
- Partner and Stakeholder Engagement: Serve as a senior point of contact for grantees, implementing partners, and relevant project teams. Provide guidance on award requirements, reporting, and compliance; conduct periodic field visits; and follow up on implementation or documentation matters. Work closely with the Activity team to monitor and report on grantee activities and maintain productive stakeholder relationships.
- Financial and Project Compliance: Oversee compliance requirements for all subawards and contracts and ensure adherence to IREX policies and applicable U.S. Government and donor rules. Support the Finance and Operations Director in ensuring that project resources are used appropriately, monitor budgets and financial records, and maintain compliant grant monitoring and reporting. Coordinate environmental compliance monitoring and support required monitoring, evaluation, donor review, and audit documentation.
- Team Collaboration and Continuous Improvement: Provide senior technical guidance on grants, subawards, contracts, and compliance matters. Collaborate with program, finance, procurement, MEL, and technical colleagues; train staff on the grants manual and grants-management system; and improve processes and workflows that strengthen project delivery. This is an individual-contributor role and does not supervise employees or interns.
- Growth and Program Support: Contribute grants, contracts, compliance, budget, and partner inputs to relevant proposals, work plans, renewals, and donor requests. Support partner outreach and proposal development as assigned and provide clear, professional written communications and reporting.

Skills & Experience
- Minimum of 7+ years of proven experience in the design, administration, management, and monitoring of grants, preferably with USAID- DOS -funded or other U.S. Government-funded projects.
- Experience managing donor-supported development projects of similar size and complexity and strong knowledge of donor rules, regulations, and compliance requirements.
- Demonstrated experience with subaward solicitation, award packages, grant modifications, partner monitoring, grant start-up and closeout, and grants-management systems.
- Proven ability to analyze budgets, maintain financial and grant records, manage multiple priorities, and produce accurate reports and correspondence.
- Knowledge of local laws, regulations, reporting processes, and applicable requirements for acquiring goods for program use in Jordan.
- Excellent organizational, analytical, interpersonal, and stakeholder-management skills.
- Proficiency in Microsoft Office, including Excel.
- Fluency in English and Arabic is required.
Requirements:
- Bachelor's degree in a relevant field.
You must have unrestricted authorization to work in Jordan.
