About This Position

Position Description:
GENERAL DESCRIPTION
Under the direction of the Director of Procurement & Contracts the Assistant Director is responsible for document management, implementing contractual tools, solicitation processes, contract initiation, monitoring and compliance, and driving process improvement through innovation.

A position utilizing this classification will be designated as security sensitive, according to Vernons Texas Codes Annotated, Labor Code, Section 301.042.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Procurement and Contracts
Lead and manage complex solicitations, including RFPs, RFQs, and IFBs, from development to award.
Conduct cost/price analysis, vendor evaluations, and market research to support strategic purchasing decisions.
Draft, review, and negotiate contracts, amendments, and agreements, ensuring compliance and risk mitigation.
Monitor vendor and contractor performance, ensuring deliverables are met and corrective actions taken, as necessary.
Ensure all procurement activities comply with Uniform Guidance, state regulations, and organizational policies.

Leadership and Oversight
Assist the Director in planning, coordinating, and overseeing department operations, to the development, implementation, and continuous improvement of procurement policies, procedures, and internal controls.
Provide supervision, training, and mentoring to procurement and contract staff.
Serve as the representative in the absence of the Director, with decision-making authority over departmental matters.
Represent the Procurement & Contracts Department in meetings, board presentations, and external stakeholder engagements.

Facilities Oversight & Coordination
Provides administrative and strategic oversight of the Facilities Manager to ensure alignment with organizational policies, contracts, budgets, and compliance requirements.
Oversees facilities-related contracts, procurements, and vendor agreements, ensuring adherence to procurement rules, funding requirements, and organizational standards.
Collaborates with the Facilities Manager on planning, reporting, forecasting, budgeting and long-term facilities needs, including capital improvements and space planning and reporting those needs to the procurement Director.
Reviews facilities operations for risk management, regulatory compliance, and contractual performance, without directing daily operational activities.
Provide backup leadership and guidance for facility management staff during absences or peak workload periods.
Develop performance metrics and service outcomes, while deferring to the Facilities Managers authority over day-to-day facility operations.
Develop checklist for facility maintenance and management.

Strategic & Organizational Support
Identify and implement process improvements to increase efficiency, transparency, and cost-effectiveness.
Lead special projects or initiatives assigned by the Director.
Prepare reports, data analysis, and presentations to support audits, board approvals, and compliance monitoring.

SUPERVISORY RESPONSIBILITIES
The Assistant Director is responsible for supervising all staff assigned to the respective unit, ensuring compliance with WSA protocols, and evaluating employee performance in accordance with agency expectations.

This role works collaboratively with other departments to coordinate statements of work, manage budgets, and ensure contracts are renewed in a timely manner.

The selected candidate will expect to attain the Certified Texas Contract Manager (CTCM) provided by the state of Texas on Statewide Procurement Division within twelve (12) months.

KNOWLEDGE, SKILLS, and ABILITIES
Knowledge of contract management standards, planning, solicitation processes, contract monitoring, and compliance practices.
Knowledge of local, state, and federal laws and regulations relevant to procurement and contracting and of the principles and practices of public administration and management.
Knowledge of supervisory practices, procedures, and techniques.
Skill in utilizing personal computer and associated software programs.
Ability to operate basic office equipment.
Ability to work independently and perform contract services projects from inception to completion.
Ability to maintain confidentiality of information.
Ability to communicate effectively.
Ability to perform all the intellectual and analytical requirements of the position.

EDUCATION and/or EXPERIENCE
Bachelors degree from an accredited college or university with major course work in a field relevant to the assignment.
Three to Five (3-5) years of full-time experience in contract management, two (2) years of which must have been in an administrative management or supervisory capacity.
An equivalent combination of experience, training, and/or education approved by the agency.

OTHER QUALIFICATIONS
Must be legally eligible to work in the United States.
Will require occasional in-region and out-of-region travel; Must have proof of valid drivers license and current auto insurance; must provide own transportation when on company business.
Must be able to work onsite at the designated work location and at agency facilities.
