The Personnel Assistant will serve as a generalist with a focus on customer service. The Personnel Assistant supports the daily operations of the Office of Human Resources Services in accordance with applicable policies, regulations and guidelines. The Personnel Assistant will be required to have working knowledge of the full spectrum of duties of all HR personnel responsibilities. The Personnel Assistant will support the HR office in a multitude of functions to include but not be limited to:

POSITION DUTIES, RESPONSIBILITIES AND COMPETENCIES:

  • Responsible for the talent acquisition and recruitment process to include advertising positions
  • Conduct employee onboarding and help organize training & development initiatives
  • Conduct workshops and trainings related to recruitment, and diversity initiatives.
  • Provide support to employees in various HR-related topics such as appointments compensation and resolve any issues that may arise
  • Assisting employees and managers with interpretation and application of employment related laws, labor relations policies
  • Representing Maritime College at agency-wide meetings, conferences and trainings
  • Ensure compliance with labor regulations, OFCCP, Dept of Civil Service, etc.
  • Serves on various committees as needed
  • Reviewing and processing appointments and additional pay components, (i.e. extra service, also receives) etc.
  • Assist in the preparation of processing reports such as Affirmative Action reporting, institutional data which may include salary analysis, compensation and payroll information, appointment data, departmental budget information, as well as analyzing metrics and reporting trends
  • Stay abreast of matters affecting employees and develop and recommend programs to foster a culture of positive employee morale
  • Encourage open communications and promote a positive work environment and climate embracing the College's vision, mission, core values and operating principles; Serves as champion with initiatives designed to enhance the employee experience.
  • Acts as a back up to the Payroll Benefits & Comp Administrator to administer compensation and benefit plans
  • Assist with documentation regarding EEO complaints, Division of Human Rights complaints, ADA complaint and responses for the Ethics Commission
  • Inputting information on NYBEAS, NYSTEP, Payserv, SUNY HR, ELMS/reemployment roster and TAS systems
  • Responsible for criminal background screening for new hires
  • Working with OGS State Contracts to administer temp staffing request
  • Working with the HR team with the Fair Labor Standards Act provisions
  • Other duties as assigned


Job Requirements:
  • Bachelor's Degree in HR management or related discipline required
  • 3-4 years of experience as an HR Generalist, or expertise in talent acquisition, employee relations, onboarding, compliance, HR administrative support.
  • Practical knowledge of HR business practices
  • Strong organizational and prioritizing skills including attention to detail must also be proficient with comprehension, writing, and mathematical ability
  • Must be highly proficient in Microsoft Office Suite.
  • Must maintain extreme confidentiality of employee records
  • 1-2 years of experience presenting to broad audiences and facilitating training
  • Strong analytical skills

Preferred

  • Prior HR experience in the public sector.
  • Knowledge of HRIS
  • Prior experience within SUNY, other academic environments, or New York State agency.


Additional Information:

Classification/Salary Range: This is a full-time calendar year appointment. Management/Confidential unclassified position which serves at the pleasure of the appointing authority. The anticipated salary range for the position is $57,000 to $68,000 annually with an outstanding benefits package (For additional information, please see the Management/Confidential Benefits Summary). Salary will commensurate with qualifications and experience. Review of applications to commence immediately and conclude when the position is filled.

Special Notes: Fair Labor Standard Acts (FLSA) Exempt position, not eligible for the overtime provisions of the FLSA. Internal and external search occur simultaneously.
