Job Description

Provides executive leadership and strategic direction for the College’s district-wide budget development and procurement functions. In addition, in consultation with the Vice Chancellor, Finance, long-range financial planning. The position is responsible for integrating financial planning, resource allocation, and procurement strategies to support institutional priorities, operational effectiveness, and long-term financial sustainability.
This role leads the annual operating and capital budget processes and in conjunction with the Vice Chancellor, Finance/CFO multi-year financial forecasting, and scenario modeling while overseeing procurement policies, contract administration, and vendor management. The Executive Director works closely with the Vice Chancellor, Finance, Controller, Manager, Accounts Payable, and campus leadership to ensure clear role delineation between financial planning, budget execution, and purchasing.
*This position is pending final approval by the Board of Trustees and is anticipated to begin on July 1, 2026, at the start of fiscal year 2027. Accordingly, selected candidates will not begin employment prior to July 1, 2026.
  • Directs the annual operating and capital budget development processes, including assumptions, timelines, guidelines, and coordination with campuses and departments.
  • Leads multi-year financial forecasting, long-range financial planning, and scenario-based modeling related to enrollment trends, tuition and fee strategies, state appropriations, property tax revenues, labor costs, and capital financing.
  • Develops consolidated operating and capital budgets for executive leadership review and Board of Trustees approval.
  • Performs cost-benefit analyses and financial impact assessments of budget proposals and strategic initiatives.
  • Monitors approved budgets and prepares variance analysis reports with recommendations for corrective action.
  • Provides executive oversight of procurement and purchasing to ensure compliance, internal controls, and best value. Manages required purchasing submissions to the Board of Trustees for review and approval in accordance with Board Policy and Administrative Procedures.
  • Oversees competitive bidding, contract negotiation, supplier performance monitoring, and vendor relationships.
  • Establishes and maintains procurement policies, procedures, and internal controls consistent with legal and regulatory requirements.
  • Collaborates with the Controller and the Vice Chancellor for Finance to ensure alignment between budgeting, accounting, and external financial reporting for managed areas.
  • Provides financial planning and analytical support for major institutional initiatives, grants, auxiliary operations, and capital projects.
  • Supervises, evaluates, and develops assigned staff, including performance management and succession planning.
  • Represents the Vice Chancellor for Finance in internal and external meetings as assigned.
  • Performs other job-related duties as assigned.

  • Bachelor’s Degree in Finance, Accounting, Business Administration, Public Administration, or a related field required.
  • Minimum of five (5) years of progressively responsible experience in budgeting, financial planning, procurement, or related functions; higher education or public-sector experience preferred.
  • Master’s Degree and/or professional certification (CPA, CPPO, CPPB, or similar) preferred.

  • Generally works in an office environment.
  • Hours of work may exceed eight hours.
  • Most travel is local with occasional travel outside the state.
