About This Position
POSITION SUMMARY
This position is responsible for the administrative oversight, planning, budgeting, coordinating and management of a division, consisting of several units and/or varied responsibilities, at a command level within the police department. These include the Field Operations, Investigative and Support Services, and Professional Standards Divisions. In addition, candidates are expected to be proficient in modern police practices and strategies. This rank requires the ability to review and implement multifaceted planned and spontaneous operations; as well as conduct and/or guide complex internal investigations.
SUPERVISORY RELATIONSHIPS
Reports to the Chief or Deputy Chief of Police. Works under their general guidance to ensure coordination of objectives and priorities of the department. Develops objectives and general policies and procedures for their areas of responsibility in keeping with the overall strategy of the department and the Town of Holly Springs while ensuring coordination and synchronization across police divisions, other town departments, and outside supporting agencies. Regularly exercises independent judgment and is responsible for the development, implementation and management of department programs or operations. May supervise both sworn officers and civilian staff in furtherance of reducing crime, enhancing safety, and providing quality service to the community.
The work schedule is business hours with evenings and weekends.

1. Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to Town residents and businesses.
2. Interviews and selects new employees. Assures the provision of training, instruction, and ongoing training for the Department. Provides mentoring and/or counseling. Assigns tasks, reviews work, and prepares performance evaluations.
3. Provides leadership and management to all assigned staff. Directs staff on interpreting the application of policy and procedure.
4. Identifies training needs of assigned personnel and takes necessary action to obtain or provide training whenever possible.
5. Analyzes and evaluates varied data sets in order to enhance delivery of police services. Meets with staff routinely to work on community engagement, purposeful directed operations, and policy and procedures updates, etc.
6. Responsible for planning, directing and evaluating functional work objectives to accomplish the goals and missions of the assigned division.
7. Assists the Chief and/or Deputy Chief of Police in planning, directing, coordinating and maintaining Police Department activities.
8. Responsible for purchasing and procurement of certain resources and assets for the department.
9. Assumes management responsibility for services, programs, projects, and activities within the Police Department; coordinates the activities of sworn and non-sworn personnel in preserving order, protecting life and property, investigating crimes, and in enforcing laws and municipal ordinances.
10. Analyzes and evaluates local crime reports, regional incidents, other data, and professional law enforcement sources to determine trends and make recommendations for changes in organization and operating policies and procedures; prepares reports regarding crime incidents, calls, staffing, projects, and other indicators of department effectiveness and efficiency.
11. Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; reviews, recommends updates and administers policies and procedures.
12. Plans, directs, coordinates, and reviews the work plan for assigned staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
13. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; prudently recommends, within departmental policy, appropriate service and staffing levels.
14. Responsible for preparing written budget requests, memorandums, supervisor log entries and annual reports for superiors and the outside agencies.
15. Recommends and plans long-range goals, objectives, organizational structure and overall direction for their respective division and the department. Monitors, reviews and communicates the implementation phases of the department's strategic plans to ensure long-range goals are met. Ensures the programs and objectives of the department are developed and maintained in accordance with the goals of the Town.
16. Develops and maintains liaison with various governmental agencies, community groups and the general public.
17. Responds to and takes command of major operations or emergencies involving division operations; coordinates division activities with other departments and law enforcement agencies.
18. Reviews citizen and other complaints and determines the need for further investigation. Conducts, or directs, internal, administrative investigations; and makes appropriate referrals for criminal cases.
19. Analyzes and evaluates quantitative and qualitative data and information regarding the efficiencies of the department, employee performance, and adherence to internal and external policies, regulations, ordinances and laws.
20. Serves as project manager for major department initiatives, as necessary.
21. Serves as Acting Deputy Chief of Police during an absence of the Deputy Chief.
22. Other duties as assigned.

• Bachelor’s Degree from an accredited college or university in Police Science, Criminal Justice, Business, Public Administration or closely related field; or equivalent training and experience in lieu of a formal academic degree as determined by the Chief of Police.

• A minimum of four (4) years of directly related, progressively responsible civilian, law enforcement, supervisory experience; a minimum of which are two (2) years at the rank of Lieutenant or higher.
• Must be a certified Police Officer in the State of North Carolina, or able to obtain Basic Law Enforcement Training (BLET) in-state certification.
