CAT5 Resources, LLC is a multi-entity field services and disaster response company operating across the Southeast United States, Texas, the Carolinas, Tennessee, and Puerto Rico. We specialize in emergency response, storm-surge billing, and field operations at scale — deploying rapidly to support utilities, municipalities, and commercial clients during and after major weather events. Our operations span a wide geographic footprint with diverse service lines, complex billing environments, and a growing multi-entity structure requiring disciplined financial leadership at every level.

About the role

The Chief Financial Officer is a critical member of the CAT5 executive leadership team, reporting directly to the CEO and partnering closely with the COO. This role is responsible for the financial health, operational integrity, and strategic financial direction of CAT5 Resources and its affiliated entities. The CFO will oversee all accounting, reporting, compliance, and treasury functions — while building the department-level reporting discipline the organization requires to scale effectively.

This is a hands-on leadership role suited to a financial executive who thrives in high-velocity, field-services environments and is comfortable with the unique demands of storm and disaster response billing cycles — including high-volume invoice generation, contract billing compliance, and rapid cash flow management in surge periods.

What you'll do

Financial Leadership & Strategy Serve as the financial voice on the executive team, advising the CEO on capital allocation, risk, and financial strategy Develop and maintain a comprehensive financial operating model that reflects CAT5's multi-entity, multi-state structure Lead annual budgeting and quarterly forecasting processes in coordination with operational leadership Partner with the COO on operational cost analysis, workforce cost modeling, and margin improvement initiatives

Accounting Operations & Systems

Own all accounting operations across CAT5 entities, including day-to-day transactional accounting, month-end close, and financial statement preparation Administer and optimize QuickBooks Online (QBO) as the core accounting ledger, ensuring proper multi-entity setup, class tracking, and intercompany accuracy Oversee Rippling HRIS integration with payroll, ensuring accurate payroll accounting, journal entry automation, and alignment between HR data and financial records Manage Avalara tax compliance for multi-state sales and use tax obligations across all operating jurisdictions Leverage Docutrax for document management, ensuring financial records, contracts, and audit-ready documentation are properly organized and accessible Lead the remediation and buildout of department-level reporting — establishing chart of accounts discipline, cost center coding, and P&L visibility by division and geography

Storm & Disaster Response Billing

Manage the financial infrastructure for high-volume storm billing cycles, including rapid invoice generation, T&M tracking, contract billing compliance, and utility client reconciliation Build and maintain financial controls for surge-period operations where transaction volume, crew deployment costs, and receivables can spike dramatically within short timeframes Oversee collections strategy and AR aging management specific to storm response contracts, including government and utility client billing requirements Partner with operations on job cost accounting, ensuring accurate cost capture across labor, equipment, materials, and subcontractors for each activation

Multi-State & Puerto Rico Compliance

Ensure compliance with state income tax, payroll tax, and licensing obligations across all active jurisdictions: SC, NC, PA, AR, FL, TX, MS, TN, GA, LA, AL, and Puerto Rico Coordinate with external tax advisors on multi-state apportionment, nexus analysis, and Puerto Rico-specific tax considerations (Act 60 / EZ credits as applicable) Maintain current knowledge of contractor licensing, bonding, and insurance financial requirements across all jurisdictions

Treasury, Cash & Risk Management

Manage cash flow forecasting and liquidity planning across entities, with particular attention to storm season surge and recovery cycles Oversee banking relationships, credit facilities, and working capital management Ensure adequate bonding capacity and surety relationships are maintained to support contract requirements Manage corporate insurance programs in coordination with operations leadership

Reporting & Financial Integrity

Produce timely, accurate, and decision-ready financial reporting for the CEO and COO on a monthly and quarterly basis Build and maintain department-level P&L reporting with clean cost center attribution — enabling leadership to assess profitability by service line, geography, and entity Establish financial controls, policies, and procedures that scale with company growth and maintain audit readiness Lead the annual audit or review process; manage the relationship with external auditors and tax preparers

Qualifications

Required

Bachelor's degree in Accounting, Finance, or related field; CPA strongly preferred 10+ years of progressive financial leadership experience, with at least 3 years in a CFO or VP Finance role Deep proficiency in QuickBooks Online (QBO) in a multi-entity environment Demonstrated experience with Rippling or similar integrated HRIS/payroll platforms Working knowledge of multi-state payroll tax, sales tax compliance, and nexus management Experience in field services, construction, utilities, staffing, or similarly complex operational environments Proven ability to build or significantly improve department-level financial reporting from a lean starting point Strong communication skills — able to translate financial data into operational insights for non-finance executives

Preferred

Experience supporting disaster response, emergency services, or storm restoration contracts Familiarity with government and utility client billing requirements and payment cycles Experience with Puerto Rico tax and regulatory compliance CPA license (active or inactive) Avalara or similar automated tax compliance platform experience Exposure to surety bonding, contractor licensing, and certificate of insurance management The pay range for this role is:225,000 - 275,000 USD per year(Texas)
