Job Description

Adams Communication & Engineering Technology (ACET), Incorporated is a Veteran Owned Small Business (VOSB) system engineering and information technology firm, headquartered in Lexington, KY. Position Summary

ACET is seeking an experienced Facility Security Officer (FSO) to oversee and manage all aspects of the company's industrial security program in accordance with the National Industrial Security Program (NISP) and other applicable regulations. The FSO will be supporting multiple Department of Defense (DoD), Navy, Marine Corps, Air Force, SOCOM, and Intelligence Community programs. The FSO will serve as the principal security professional responsible for maintaining ACET's Facility Clearance (FCL), ensuring compliance with the National Industrial Security Program (NISP), and safeguarding classified information, personnel, and facilities.

Based in Havelock, NC, this position supports a growing workforce of 280 to 500 employees across multiple operating locations. The FSO will administer all aspects of personnel security, physical security, classified material control, visitor control, insider threat, and security education while serving as ACET's primary interface with the Defense Counterintelligence and Security Agency (DCSA), government security offices, and customer security representatives.

This position requires a highly organized leader with extensive experience managing cleared facilities, security compliance programs, and classified contract execution.

Essential Responsibilities

Industrial Security Program Management

  • Serve as ACET's appointed Facility Security Officer (FSO).
  • Administer and manage the company's National Industrial Security Program (NISP).
  • Maintain ACET's Facility Clearance (FCL) in good standing.
  • Ensure compliance with all applicable security regulations, contractual security requirements, and customer directives.
  • Develop, implement, and maintain corporate security policies and procedures.
  • Prepare for and support DCSA Security Reviews, Government inspections, and customer audits.

Personnel Security

Manage all personnel security activities including:

  • Security clearance sponsorships
  • Initial investigations
  • Periodic reinvestigations
  • Continuous Vetting requirements
  • Clearance upgrades and transfers
  • Foreign travel reporting
  • Foreign contact reporting
  • Incident reporting
  • Debriefings and termination processing
  • Security indoctrinations and briefings

Maintain personnel security records for a growing workforce of approximately 280–500 cleared and uncleared employees.

Facility Clearance Management

  • Maintain the company's Facility Clearance (FCL).
  • Coordinate with DCSA regarding facility security requirements.
  • Maintain Key Management Personnel (KMP) records.
  • Support corporate ownership and organizational updates affecting facility clearance.
  • Ensure compliance with safeguarding requirements for classified contracts.

Classified Material Control

  • Maintain accountability for classified documents and media.
  • Administer classified document control systems.
  • Ensure proper marking, handling, storage, reproduction, transmission, and destruction of classified information.
  • Conduct self-inspections and inventory reviews.
  • Oversee classified destruction procedures.

Physical Security

Oversee physical security for all ACET facilities including:

  • Access control systems
  • Intrusion detection systems
  • Secure storage areas
  • Closed Areas
  • Closed Storage
  • Key and lock control
  • Alarm monitoring
  • Visitor control procedures
  • Facility emergency response planning

Information Security

Coordinate with Information Technology and Cybersecurity personnel to support:

  • Classified information systems
  • Secure communications
  • Media accountability
  • Controlled Unclassified Information (CUI)
  • Secure workspaces
  • User security awareness

Security Training

Development and conduct:

  • Initial security briefings
  • Annual refresher training
  • Insider Threat training
  • OPSEC awareness
  • Foreign travel briefings
  • Classified handling procedures
  • CUI awareness
  • Security incident reporting

Promote a culture of security awareness throughout the organization.

Contract Security Support

Provide security support for multiple Government contracts by:

  • Reviewing DD Form 254 requirements
  • Supporting proposal security requirements
  • Assisting Program Managers with classified contract execution
  • Coordinating visit authorizations
  • Managing subcontractor security coordination
  • Supporting classified meetings and Government site visits

Government Customer Interface

Serve as ACET's primary security representative with:

  • Defense Counterintelligence and Security Agency (DCSA)
  • Department of the Navy
  • United States Marine Corps
  • United States Air Force
  • SOCOM Security Offices
  • Prime Contractor Security Offices
  • Customer Contract Security Representatives

Security Reporting

Prepare and maintain:

  • Security metrics
  • Self-inspection reports
  • Incident reports
  • Annual security reviews
  • Insider Threat documentation
  • Clearance status reports
  • Audit findings and corrective actions
  • Executive security briefings

Required Qualifications

  • High School Diploma or GED required.
  • Bachelor’s degree in criminal justice, Security Management, Business Administration, or related field preferred.
  • Minimum 3-5 years of Industrial Security experience supporting Department of Defense contracts.
  • Minimum 5 years serving as a Facility Security Officer (FSO) or Assistant FSO.
  • Experience maintaining DoD Facility Clearance (FCL).
  • Experience administering security programs for organizations with 250+ employees.
  • Current FSO certification (or ability to obtain/maintain required certification).
  • Thorough knowledge of classified contract administration.
  • Experience supporting multiple Government agencies and prime contractors.

Preferred Qualifications

  • Active Secret or Top Security DoD security clearance (Secret required; TS preferred).
  • 3-5 years of experience in industrial security, preferably in a government contracting environment.
  • Completion of CDSE FSO Program Management for Possessing Facilities (or ability to complete them shortly after hire).
  • Hands-on experience with DISS, NISS, eApp, NBIS, and related security systems, as well as MS Office Suite.
  • Experience supporting Navy, Marine Corps, Air Force, and SOCOM contracts.
  • Experience managing Insider Threat Programs.
  • Knowledge of Controlled Unclassified Information (CUI) requirements.
  • Experience supporting CMMC and cybersecurity compliance initiatives.
  • Prior military security management experience.
  • Experience managing Communications Security (COMSEC) accounts.

Knowledge, Skills & Abilities

  • Extensive knowledge of the National Industrial Security Program (NISP) and 32 CFR Part 117 (NISPOM).
  • Working knowledge of DoD Manual 5205.07 (Special Access Program security) and DoDM 5200.01 (Information Security Program) as applicable.
  • Strong understanding of personnel, physical, information, and industrial security principles.
  • Excellent organizational and record-management skills.
  • Strong written and verbal communication abilities.
  • Ability to interact professionally with Government security officials and executive leadership.
  • High level of integrity, discretion, and attention to detail.
  • Proficiency with Microsoft Office Suite and security management databases.

Physical Requirements

  • Ability to work in an office and secure facility environment.
  • Ability to travel occasionally to support ACET operating locations and customer meetings.
  • Position requires long periods of sitting – up to 8 to 10 hours.
  • Ability to lift to 25 pounds as required.
  • Must be able to obtain and maintain an active TS clearance.
  • Ability to obtain and maintain installation access.
