Position Summary

The Financial Analyst provides financial management and budget execution support for the planning, tracking, analysis, reporting, and execution of federal funding. Responsibilities include monitoring budgets, obligations, expenditures, reconciliations, contracts, and interagency agreements to ensure effective stewardship of government resources and compliance with federal financial regulations and policies. The Financial Analyst utilizes federal financial management systems, including FBMS, BERT, BPERM, and e-FED, to execute funding actions, maintain operating and spend plans, monitor undelivered orders, perform financial analysis, and prepare budget and financial reports. The position works closely with program, acquisition, and leadership staff to support the accurate and timely execution of funds and provide recommendations that improve budget performance and financial accountability.

Essential Duties and Responsibilities

Provide financial administrative support for the planning, tracking, analysis, and execution of funding across assigned programs.Support budget execution activities through the review, analysis, and monitoring of obligations, expenditures, and fund balances.Develop, maintain, and update operating plans, spend plans, and budget execution documentation.Monitor funding allocations and ensure the timely and accurate execution of funding requests.Exercise sound budget controls through analysis of the distribution, obligation, and expenditure of appropriated funds.

Financial Systems Administration

Utilize the Department of the Interior Financial and Business Management System (FBMS) to perform financial and budget activities.Enter and manage fund transactions, requisitions for goods and services, and other financial actions within FBMS.Utilize and maintain data within financial management systems including:Financial and Business Management System (FBMS)Budget Execution Reporting Tool (BERT)Budget, Project Execution, Ranking and Management (BPERM) SystemElectronic Funding Execution Document (e-FED) SystemGenerate customized financial reports and respond to requests for financial information.

Funds Tracking and Reconciliation

Monitor financial transactions and conduct reconciliation activities across multiple programs.Maintain and monitor Operating Plans and Spend Plans to ensure funding is accurately tracked and reported.Review and monitor Undelivered Orders (UDO) reports and coordinate corrective actions as necessary.Work closely with Contracting Officer Representatives (CORs), Acquisition personnel, and program managers to address funding and contract-related issues.Track contracts, agreements, and funding actions approaching the end of their period of performance.

Interagency Agreements and Contract Financial Support

Maintain an inventory of annual Interagency Agreements and monitor associated funding activities.Perform financial functions necessary to initiate, modify, and close interagency agreements.Support financial management activities related to contracts, grants, and cooperative agreements.Coordinate with acquisition and contracting personnel to facilitate timely award and execution of contracts.

Budget Analysis and Reporting

Prepare financial and budget reports for leadership, including:Undelivered Orders (UDO) ReportsConstruction Analysis and Progress Evaluation Reports (CAPER)Assets Under Construction (AUC) ReportsAdditional financial status and budget execution reports as requiredGather, analyze, and interpret financial, economic, statistical, and workload data.Identify financial trends, issues, and risks, and provide recommendations for corrective actions.Present findings and recommendations to leadership and stakeholders.

Program Support

Support financial management activities for facilities management programs, including:ISDEAA 105(l) Lease ProgramsGreat American Outdoors Act (GAOA) FundingPersonnel salary and expense accountsCoordinate with program staff across organizational components and departmental offices to collect and validate financial information.Monitor program execution and provide analytical support to improve financial performance and resource utilization.

Education, Experience, and Technical Skills

Required Education, Experience, and Technical Skills

Bachelor's Degree in Accounting, Finance, Business Administration, or a related field.Minimum of five (5) years of experience in accounting, finance, budget execution, or financial management.Demonstrated experience supporting federal budget execution and financial administration activities.Knowledge of federal financial regulations, policies, and standards, including FAR, DFARS, JTR, FIRMR, DoD 5000, and related government guidance.Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travelMust have or be able to obtain and maintain a valid driver's license

Preferred Education, Experience, and Technical Skills

Thorough understanding of the Federal Budget Process and appropriations lifecycle.Knowledge of federal financial management principles, practices, and procedures.Strong analytical, budgeting, and financial reporting skills.Experience with financial reconciliation, funds control, and budget execution monitoring.Ability to prepare executive-level reports and briefings.Proficiency in Microsoft Office Suite, particularly Excel.Strong written and verbal communication skills.Ability to work independently and manage multiple priorities in a fast-paced federal environment.

Working Environment

This position operates in a professional office setting. The role routinely uses standard office equipment such as computers, phones, printers, and photocopiers. The work environment is generally quiet and free from exposure to loud noise, hazardous materials, or heavy machinery. Employees are typically seated for extended periods and may occasionally move about the office to attend meetings or access equipment and supplies.

Physical Demands

Sitting/Standing: This role is generally sedentary, performing sitting work utilizing technological office equipment, including a laptop, mouse, keyboard, computer monitors, telephones, scanners, and copiers.

Walking: This role requires the ability to move about inside the office to access the required technological equipment.

Stooping/Kneeling/Crouching/Crawling: This role may require stooping to reload printer trays with print paper, moving equipment, and managing cords.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptops, mice, keyboards, computer monitors, telephones, scanners, and copiers.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires seeing, viewing, and distinguishing all aspects of internal and external communications.

Carrying/Lifting: This role requires lifting up to 20lbs to transport technological office equipment to and from various workspaces.
