POSITION: HUD AEC Plan Reviewer
LOCATION: Richmond, VA (preferred)

POSITION SUMMARY
The Plan Reviewer will work within AEI’s HUD Architectural, Engineering, and Cost Review (AEC) service line and will function as part of an AEC project team that generally consists of the Project Manager, the Cost Analyst, and the Plan Reviewer. The AEC team works jointly to complete the HUD Plan Review and Cost Analysis required for substantial rehabilitation, new construction, adaptive re-use, and historical preservation projects primarily associated with multifamily and health care properties.
The Plan Reviewer will complete the review of all construction-related plans, specifications, and supporting documentation for confirmation that the documents are well coordinated, and there is consistency and compliance with accessible design standards and HUD requirements for each AEC project to which they have been assigned. Cursory review for compliance with local and/or state requirements is expected.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Responsibilities include, but are not limited to the following:
- Performance of a review of all documents provided that define the construction event.
- Assist with compilation of the building and development tabulation, coordinating with the cost analyst to confirm the coordination of this information within the construction documents.
- Identify and confirm with the Architect and/or the governing municipality and the applicable codes relevant to the proposed construction event.
- Assembly of a comprehensive plan review letter incorporating code or regulation reference.
- Completion of internal plan review checklists.
- Coordination and review of the identified concerns with the development team to expedite completion of any modifications or response items.
- Confirm that all deficiencies or concerns are addressed either within the revised construction documents or within the required response letter.
- Assist with completion of the appropriate HUD Forms (or sections) including but not limited to the e-tool, 2326, 2331b, 92264, 92329, etc.
- Assist with completion of the appropriate sections of the AEC report.
- Participate in project coordination meetings and conference calls with the AEC review team, the development team, and the lender.
- As needed, assistance with coordinate and/or assist in the completion of project site inspections and manage relevant data gathered during such inspections.
- Assist with assembly and review of reserve for replacement and funding schedules.
- Assist the AEC Project Manager with identification of any additional studies (i.e. sound attenuation, intrusive studies, system evaluations, etc.)
- Assist with management of relevant project milestone trackers.
- Coordinate all findings with the AEC Project Manager.
QUALIFICATIONS
Desired Education / Experience:
- ICC Certified Plans Examiner (accessibility, building, fire, electric, plumbing, etc.)
- Accredited college coursework in any of the following areas: Architecture; Electrical, Fire Protection, Mechanical, Structural Engineering, Engineering Technology, Construction Management, Construction Technology; Public Safety, Fire Science, or a related area.
- 3 years full-time experience in plan review (building and/or fire), design, engineering, inspections, building construction, ensuring procedures, materials, methods and specifications complied with fire and building codes, or related experience.
Desired Knowledge, Skills, and Abilities:
- Ability to read and interpret construction documents and specifications. Must be able to demonstrate thorough knowledge and experience in reading and interpreting: architectural, structural, civil, mechanical, electrical, plumbing drawings and specifications, as well as for any other discipline provided regarding completion of the project.
- Building construction experience and building codes knowledge, with emphasis on Accessibility and Multifamily and/or Healthcare construction.
- Ability to provide code interpretation assistance to design professionals (architects, engineers), contractors, and owners.
- Plan development, construction administration, or project management (when working, as or with, a design professional).
- Ability to apply conflict resolution skills when discussing code issues discovered in the review process with design professionals, contractors, and owners.
- Strong written and verbal communication skills, as well as interpersonal and client relationship skills. Must have the ability to interact with owners, contractors, and design professionals in a professional, productive manner.
- Strong time management skills. Ability to independently establish priorities and coordinate and complete competing assignments within established timeframes.
- Strong organizational and problem-solving skills.
- Ability to work independently within the HUD AEC team.

- Excellent typing, proofreading and editing skills.
- Computer skills with experience in word processing, spreadsheet applications and preparing pdf documents.
PHYSICAL REQUIREMENTS
- The work environment may be both indoors and outdoors. Indoor work takes place in a typical office setting. The noise level in the work environment is usually moderate. Outdoor work requires the ability to effectively perform work in all types of weather conditions. While performing the duties of this job, the employee is regularly required to sit, type, handle office and/or field equipment, speak and hear. The employee may occasionally be required to stand, walk, balance, kneel or crouch. The employee may be required to travel independently and lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to focus.
