Job Description

The Onsite Operations Manager is a full-time leadership position responsible for overseeing HamHed’s daily janitorial and environmental services operations at the VA Medical Center in Long Beach.

About HamHed

HamHed LLC is a Service-Disabled Veteran-Owned Small Business (SDVOSB) providing property maintenance and facility support services to federal, state, and local government customers. Established in 2003, HamHed supports government facilities throughout the United States with services including janitorial and facility cleaning, floor care, window cleaning, recycling and waste management, and other facility-support services.

About the Job

This position serves as HamHed's primary onsite representative and works closely with shift managers, employees, VA personnel, and HamHed leadership to ensure contract requirements are met and operational concerns are addressed promptly.

The Onsite Operations Manager must be comfortable taking ownership of the operation, making sound day-to-day decisions, holding supervisors and employees accountable, and knowing when to escalate matters to HamHed leadership. Because this work takes place within an active healthcare environment, strong attention to quality, safety, professionalism, infection-control requirements, and customer service is essential.

What You’ll Do

Your responsibilities may include:

  • Oversee daily janitorial and environmental services operations throughout the facility.
  • Ensure the onsite team meets contract requirements, cleaning standards, schedules, and performance expectations.
  • Provide direct leadership, direction, and accountability to shift managers and other onsite supervisory personnel.
  • Set clear expectations for supervisors and employees and follow up to ensure assigned work is completed.
  • Coordinate activities across shifts to maintain continuity, appropriate coverage, and effective shift handoffs.
  • Monitor staffing levels, attendance, call-offs, schedule changes, overtime needs, and coverage gaps.
  • Coordinate with HamHed leadership regarding staffing, employee relations, performance, and other matters requiring additional support.
  • Conduct routine inspections and verify that cleaning and environmental services meet required quality standards.
  • Identify deficiencies, assign corrective actions, and follow through to ensure issues are resolved.
  • Identify recurring quality or performance concerns and work with supervisors to address the underlying issues.
  • Serve as HamHed’s primary day-to-day onsite representative in interactions with VA personnel.
  • Attend client meetings, operational meetings, inspections, huddles, and other facility meetings as required.
  • Maintain a professional, responsive, and solutions-oriented relationship with the client.
  • Receive and respond appropriately to client requests, concerns, and feedback.
  • Keep HamHed leadership informed of significant client concerns, operational issues, staffing matters, performance concerns, and potential contract risks.
  • Provide regular updates regarding onsite performance, staffing, quality, and other matters requiring company awareness.
  • Make sound daily operational decisions within the authority of the position.
  • Recognize when an issue requires involvement from HamHed leadership or other company resources and escalate appropriately.
  • Coordinate schedules, staffing plans, supplies, equipment, meetings, inspections, reports, and operational deadlines.
  • Ensure required documentation, reports, logs, and follow-up items are completed accurately and on time.
  • Monitor supplies, chemicals, tools, PPE, and cleaning equipment and coordinate replenishment or repair needs.
  • Ensure employees and supervisors follow established cleaning, safety, security, infection-control, and facility procedures.
  • Reinforce proper use of chemicals, PPE, equipment, wet-floor signs, and other required safety controls.
  • Support onboarding, orientation, training, coaching, and development of supervisors and employees.
  • Promote a professional workplace culture based on accountability, respect, communication, teamwork, and service.
  • Address performance and conduct concerns promptly and consistently using established company processes.
  • Support VA inspections, contract reviews, quality audits, and other onsite evaluations.
  • Take ownership of unresolved operational matters and ensure appropriate follow-through through completion.
What We’re Looking For

We are looking for an experienced operations leader with a proven record of successfully managing employees, supervisors, and day-to-day service operations.

This position requires strong leadership, organization, communication, and follow-through. The Onsite Operations Manager must be comfortable taking ownership of the onsite operation, making independent day-to-day decisions, addressing performance and operational concerns, and professionally representing HamHed with employees and client representatives.

Candidates must have:

  • Proven management or operations leadership experience, including direct responsibility for supervising employees and holding teams accountable for performance.
  • Experience managing day-to-day operations, including staffing, scheduling, attendance, work assignments, quality, and operational issues.
  • Experience directly supervising employees and providing coaching, performance feedback, and corrective direction.
  • A demonstrated history of reliability, professional judgment, organization, and follow-through in a leadership position.
  • Professional references who can verify prior management experience, leadership responsibilities, reliability, and job performance.
  • Strong verbal and written communication skills in English, including the ability to communicate professionally with client representatives and company leadership.
  • Strong computer and technology skills, including the ability to effectively use email, Microsoft Teams, and other business communication platforms to communicate with employees, client representatives, and HamHed leadership.
  • Ability to communicate professionally and consistently through email and Microsoft Teams, including providing updates, responding to requests, participating in virtual meetings, and sharing information and documentation.
  • Ability to use common business technology to prepare and maintain schedules, reports, employee documentation, inspection records, and other operational records.
  • Ability to learn and effectively use company systems and technology required for scheduling, timekeeping, documentation, reporting, and communication.

The strongest candidates will also have:

  • Bilingual proficiency in English and Spanish, with the ability to communicate effectively with employees in both languages.
  • Management experience in janitorial services, environmental services (EVS), custodial operations, facilities management, hospitality, or another labor-intensive service environment.
  • Experience managing multiple supervisors, shifts, or teams.
  • Experience working in a hospital, healthcare, federal, government, or other regulated facility environment.
  • Experience overseeing a workforce with significant scheduling, attendance, and coverage requirements.
  • Experience conducting quality inspections, identifying deficiencies, assigning corrective actions, and verifying completion.
  • Experience working directly with customers or client representatives and responding to service concerns.
  • Familiarity with commercial cleaning procedures, floor-care operations, cleaning chemicals, equipment, PPE, infection-control practices, and workplace safety requirements.
  • Experience preparing schedules, reports, employee documentation, inspection records, and other operational records.
  • Previous experience with Paylocity or a similar HR, payroll, or workforce management system is a plus.

Position Details

  • Employment: Full-Time
  • Compensation: $80,000 annual salary
  • Schedule: This is an on-site management position. The schedule must support the operational needs of the contract and may require flexibility across multiple shifts, including early mornings, evenings, weekends, inspections, meetings, or other periods requiring management coverage.

Federal Facility Background Check & Badge Requirement

This position requires access to a federal VA healthcare facility. Employees must complete the background and credentialing process required to obtain the identification badge necessary to access and work within the facility.

Continued employment in this position is contingent upon approval for the required VA facility access. If an employee is not approved for the required badge/access, the employee cannot perform work at this facility.

Employees must wear their required identification badge while working and comply with all facility access and security requirements. The contract specifically provides that contractor personnel may not work at the facility without the proper identification badge.

Physical & Work Environment

This position is performed onsite in an active healthcare facility and includes office, supervisory, inspection, and operational responsibilities. The Onsite Operations Manager regularly moves throughout the facility to oversee employees, inspect work, monitor quality and safety, respond to operational needs, and meet with staff and client representatives.

Employees must be able to perform the essential functions of the position, with or without reasonable accommodation.

The position requires:

  • Extended periods of standing and walking throughout the facility while conducting inspections, overseeing operations, and supporting the onsite team.
  • Regular movement throughout patient-care, clinical, administrative, restroom, corridor, stairwell, and other areas serviced under the contract.
  • Frequent bending, reaching, stooping, twisting, and other movement necessary to inspect work areas, equipment, supplies, and completed cleaning.
  • Ability to safely enter and inspect areas where active cleaning and floor-care work is being performed.
  • Ability to lift and carry supplies, materials, or equipment as reasonably necessary to support onsite operations.
  • Ability to push, pull, control, or maneuver cleaning carts, equipment, and floor-care machines when necessary for inspection, training, demonstration, or operational support.
  • Ability to observe and evaluate cleaning procedures, equipment use, chemical handling, PPE use, and other work performed by onsite employees.
  • Extended periods of sitting and working at a desk or computer to complete administrative and management responsibilities.
  • Regular use of a computer, phone, email, scheduling systems, reporting tools, and other office technology.
  • Ability to prepare and review reports, schedules, employee documentation, inspection records, communications, and other operational records.
  • Ability to attend and participate in onsite meetings, huddles, inspections, and other operational activities throughout the workday.
  • Ability to manage multiple priorities and transition regularly between administrative work and active onsite supervision.

The Onsite Operations Manager may work around cleaning chemicals, waste, bodily fluids, or potentially contaminated materials, wet floors, cleaning equipment, and other conditions associated with healthcare environmental services. The employee must wear required PPE and follow applicable infection-control, safety, security, and facility procedures.

The position may also require responding to spills, safety concerns, quality deficiencies, equipment issues, or other operational situations occurring throughout the facility. While the Onsite Operations Manager is primarily responsible for leadership and oversight rather than routine janitorial assignments, the individual must be physically capable of safely working within and actively supervising the environment in which those services are performed.
