About This Position

Opening in 2026, the FiRST Center will be the newest regional public safety training facility serving all jurisdictions in the south metro and Greater Minnesota area. This premier, state-of-the-art facility, dedicated to advancing the skills of law enforcement, fire services, and emergency responders, features 40,000 square-feet of physical training areas for fire, police and EMS; classrooms and meeting space; virtual training; firing range with vehicle access; a tactical training room; and more.

We are seeking a dynamic leader to serve as the FiRST Center Facility Manager. You will ensure the complete day-to-day operational readiness of our advanced facility (including tactical ranges, reality-based simulation room, and specialized training elements) while guaranteeing safety, functional excellence, and strict state and federal compliance.

You will be the driving force behind the FiRST Center's financial sustainability, responsible for marketing and executing the sale of facility space and specialized membership plans to meet revenue targets. 2026 salary range: $112,841.34 - $146,010.80

Recruitment Schedule

First interviews are tentatively scheduled for the week of December 1, 2025. A second interview will be conducted mid-December. Additional information will be provided to candidates selected to interview. Interview schedules may be subject to change.

This position is scheduled to start in January 2026.


  1. Directs the comprehensive operation of the FiRST Center, including preparing and overseeing its budget, programs, and overall administration.
  2. Manages all aspects of FiRST Center staff, including recruitment, hiring, training, scheduling, delegating assignments, supervision, discipline, and performance evaluation.
  3. Oversee the scheduling and utilization of the FiRST Center, coordinating its use by internal departments, external public safety agencies, and other members.
  4. Manages facility operations and efficiency, including providing data and recommendations to maximize facility use.
  5. Responsible for all facility and equipment resource management, which includes purchasing and repairing equipment, procuring materials, establishing inventory controls, managing vendor contracts, ensuring contract compliance (including bids and recommendations to City Council), developing and implementing maintenance plans, and supporting sustainability and energy efficiency efforts.
  6. Develops, implements and inspects all operational frameworks for the FiRST Center, including comprehensive operations, policies, and procedures manuals, ensuring compliance with all local, state, and federal regulations (safety, environmental, fire codes).
  7. Drives continuous improvement and modernization by seeking and implementing new technologies and procedures for efficiency and economy, and assists with capital improvement projects, renovations, and equipment upgrades.
  8. Ensures a secure and effective training environment by coordinating safety, educational, and technical training, setting up training props and technology, and monitoring facility security systems.
  9. Manages certain aspects of facility and grounds maintenance, including overseeing repairs, improvements, maintaining accurate records, ensuring functional training spaces, and responding to facility incidents, emergencies and service calls.
  10. Leads sales, marketing and communication efforts for the FiRST Center by engaging with local organizations and the community.
  11. Performs all other tasks, projects and duties as apparent or assigned.

Schedules and other conditions
This position will work a varied schedule, which may include evenings and weekends to provide for proper supervision of maintenance functions, response to user/member requests, and monitoring contractual services. The position may also be on call to respond to mechanical and building use emergencies that may arise.

Knowledge/skills/abilities
  • Understanding of the daily functions and logistics involved in managing a range facility.
  • Effectively represent the organization, department, and administrative operations to management and the public.
  • Demonstrated effective written and oral communication skills.
  • Must act in a decisive manner, using good judgment. Must be able to assess problems and situations and be able to anticipate needs and evaluate alternatives.
  • Ability to organize data and other information and communicate effectively both orally and in writing.
  • Ability to work independently, prioritize tasks, and complete work assignments accurately and on time.
  • Knowledge and ability to work with various software applications related to office processes and procedures, asset management, and facility management.
  • Ability to develop and maintain positive working relations with employees, public officials, service contractors and the public. Maintains a courteous, helpful, accurate and business-like attitude in all telephone and personal contact.
  • Strong organizational skills and the ability to accurately record documents, publications and various records for official purposes.
  • Demonstrated ability to coordinate and manage many projects simultaneously.
Physical requirements and working conditions
  • Work is performed both indoors and outdoors in varying weather conditions.
  • May require physical activities including lifting (up to 50 lbs.), climbing ladders, inspecting equipment, and walking long distances.

  • Bachelor's degree in public administration, public safety, business administration, maintenance or related field from an accredited university; or an Associate’s degree in a related field with more than 5 years of related professional experience.
  • Five years of supervisory experience.
  • Considerable knowledge of computers and building technology.
  • Experience in administering or coordinating programs and activities and public relations.
  • Experience with financial management processes and procedures.
  • Demonstrated project management and contract administration skills.
  • Must have a valid driver’s license.
Desired Qualifications
  • Experience in a public safety, municipal or institutional setting.
  • Strong knowledge of building systems, maintenance, and safety regulations.
  • In depth knowledge of all aspects of public safety training.
  • In depth knowledge of all aspects of firearms range facility management.
