Description

The Program Director leads the development and implementation of the Asian Language Bilingual Teacher Education Program (BTEP) Consortium across participating California State University (CSU) campuses. The Program Director oversees professional development initiatives and modules, program sustainability plan, reporting, support for program coordinators, and consortium coordination in supporting in-service and pre-service Asian Language bilingual educators. Working collaboratively with various CSU campus coordinators, administrative staff, and consortium partners, the Program Director develops scalable systems and strategic initiatives that strengthen program effectiveness, support grant objectives, and promote long-term continuation of consortium efforts. The BTEP grant expires on June 30, 2027.

The National Resource Center for Asian Languages (NRCAL) is designed to improve the nation’s capacity for the teaching and learning of Asian languages including Vietnamese, Korean, Chinese, Japanese, and Khmer. The scope of NRCAL’s work includes developing instructional resources and professional development to enhance the teaching, learning, and conducting research of these less commonly taught languages in the United States. The Program Director will evaluate the activities and projects and provide leadership for NRCAL.

*Please be aware that funding for this position is awarded through a Grant/Contract over a specified period. Employment for this position beyond current Grant/Contract funding is contingent upon continued funding or new Grant/Contract.

Essential Duties

ESSENTIAL FUNCTIONS FOR BTEP (95%)

I. Strategic Program Leadership & Consortium Coordination

  • Provide strategic oversight for program operations, timelines, and implementation systems.
  • Collaborate with CSU campus coordinators, faculty, and consortium partners to support alignment across campuses.
  • Participate in consortium planning meetings and Chancellor’s Office reporting.
  • Lead weekly meetings with in-house program staff.
  • Supervise and provide guidance to program support staff and project assistants.

II. Professional Development & Curriculum Leadership

  • Lead and design comprehensive professional development modules specific to the Asian Language BTEP Consortium.
  • Oversee alternative participation pathways and asynchronous learning options as needed.
  • Evaluate professional development effectiveness and implement program improvements based on participant surveys and outcomes.
  • Collaborate with faculty and coordinators to support implementation and adaptation of campus initiatives supporting Asian Language.

III. Program Evaluation, Research & Reporting

  • Review, interpret, and synthesize program outcome data to assess grant effectiveness and impact.
  • Develop outcome-driven narratives demonstrating consortium growth, accountability, and program success.
  • Contribute to development of Bi-Annual Reports and End-of-Program Reports.

VII. Supervision

  • Provide supervision and oversee performance of staff and student assistants
  • Provide feedback to staff, including identifying areas of strengths and improvements.
  • Other duties as assigned.

ESSENTIAL FUNCTIONS FOR NRCAL (5%)

  • Maintain and update documents on program activities.
  • Coordinate staff meetings, take and share minutes on Dropbox and Google Drive.
  • Supervise staff and student assistant to maintain and update NRCAL website as needed, before and after an event/project, in compliancy with CSUF policies on compliancy.
  • Organize and participate in all activities, events, conferences, meetings that take place on-campus and off- campus supported by NRCAL.
  • Other duties as assigned.
Qualifications
  • Minimum one (1) year of experience with program coordination.
  • Strong organization and administrative experience.
  • Strong oral and written communication skills.
  • Experience working with various digital platforms (Zoom, Googled Drive, Microsoft Office, social media), preferred.
  • Experience working with K-16 educators, students from diverse linguistic and cultural backgrounds, preferred.
  • Experience in research is highly desirable.

EDUCATION:

  • Minimum Doctorate degree (Ph.D or Ed.D) is required.
  • Doctorate degree in Administration, Education, Linguistics, Ethnic Studies or a related field is preferred.

PHYSICAL DEMANDS:

Prolonged sitting in front of computer. Walking, talking, hearing, pulling, bending, may carry 10-15 pounds of objects/material, not exposed to extreme noise level, use hands to finger, handle, or feel, reach with hands or arms, stoop, kneel, taste or smell.
