Job Description

Primary Functions

The Mid-Level Data Analyst supports Phoenix Group of Virginia’s Navy customer by collecting, managing, and analyzing maintenance, modernization, schedule, cost, labor, material, and readiness data for aircraft carrier maintenance and modernization planning. The position supports government database research, MAB biweekly brief coordination, milestone tracking, modernization readiness reporting, program office documentation, and data requests under the direction of the Advance Planning Division Manager or designated customer lead.

Position Requirements
  • Minimum of five (5) years of professional experience in data management, data analysis, maintenance planning support, modernization support, operations research support, or related technical services.
  • Ability to obtain and maintain a Secret clearance.
  • Experience supporting maintenance and modernization of Navy ships.
  • Ability to collect, organize, analyze, validate, and brief maintenance, modernization, schedule, cost, labor, and material data.
  • Ability to coordinate across shipyard, TYCOM, NAVSEA, modernization, and government stakeholder organizations.
Preferred Qualifications
  • Experience with aircraft carrier maintenance and modernization planning.
  • Experience using or reviewing data from eIMPAC, eMRA, M&SWP, NDE, Navy Modernization, Entitlement Process, AMPS, Naval Shipyard Departure Reports, or similar government systems.
  • Experience supporting Milestone Adherence Board products, P2P reporting, modernization readiness products, or availability planning briefs.
  • Experience supporting ACCMP, ESWBS, process instructions, CMP, BAWP, or related program office documentation.
General Experience

Five (5) or more years of professional experience collecting, managing, analyzing, validating, and reporting maintenance, modernization, schedule, cost, readiness, or planning data for Navy ships, aircraft carriers, engineering programs, maintenance programs, or government technical services.

Specialized Experience

Experience supporting Navy modernization and advance planning through government database research, readiness data review, milestone tracking, brief development, stakeholder coordination, and reporting to support MAB or related leadership forums.

Functional Responsibility
  • Collect, manage, and analyze maintenance, modernization, schedule, cost, labor, and material data for aircraft carriers from government databases and authoritative data sources.
  • Review and use information from systems or sources such as Electronic Integrated Modernization Planning for Aircraft Carriers, Electronic Modernization Readiness Assessment, Maintenance and Ship Work Planning or similar systems, Naval Shipyard Departure Reports, Navy Data Environment, Navy Modernization, Entitlement Process, and Afloat Master Planning.
  • Support development, revision, and validation of program office documentation, including the ACCMP manual, Expanded Ship Work Breakdown Structure manual, process instructions, and related products.
  • Coordinate collection and reporting of data related to Milestone Adherence Board biweekly briefs.
  • Interface with shipyard project teams, modernization Ship Life Cycle Managers, TYCOM representatives, NAVSEA stakeholders, and other Naval activity personnel.
  • Prepare MAB briefs under the direction of the Advance Planning Division Manager or designated customer lead.
  • Review data for accuracy, completeness, consistency, and traceability.
  • Analyze modernization and readiness data to identify trends, gaps, late-to-need items, schedule concerns, and reporting inconsistencies.
  • Support leadership brief development, recurring status products, and data call responses.
  • Assist with data requests as needed.
