As Rand Technology's Global Logistics & Trade Compliance Manager you will be the company’s subject matter expert and global process owner for logistics, trade compliance, shipment security, and transportation execution. I n this role you will be responsible for ensuring that inbound, outbound, and intercompany shipments move efficiently, cost-effectively, securely, and in compliance with all applicable international trade, customs, and tax requirements.

Operating in a dynamic global supply chain environment, you will serve as both a strategic leader and hands-on control tower for daily logistics execution across Rand’s worldwide operations. In this role you will be accountable for driving customer fulfillment performance, establishing and governing global logistics standards, managing trade compliance programs, and maintaining visibility and responsiveness across a predominantly parcel-based transportation network.

As the Manager you will develops and continuously improve Rand’s global logistics strategy, routing guide, carrier relationships, performance metrics, compliance processes, and shipment governance standards while providing direct leadership to logistics personnel in Irvine CA and Hong Kong and functional direction to logistics activities across all global sites. In this role you will also support the successful implementation and adoption of new ERP & CRM management tools and partners with Operations and IT leadership to identify future improvement opportunities.

Essential Functions

• Own global logistics, transportation, trade compliance, and shipment security programs across all Rand locations.

• Manage global logistics execution across parcel, air freight, ocean, and ground transportation while serving as the operational control tower for shipment flow, visibility, and issue resolution.

• Develop, maintain, and govern Rand’s Global Routing Guide, logistics standards, transportation policies, and shipment governance requirements.

• Ensure compliance with all applicable import/export, customs, tax, record-retention, and trade regulations, including oversight of ECCN and HTS classification governance, documentation requirements, customs brokers, audits, and regulatory reporting.

• Negotiate and manage carrier, freight forwarder, customs broker, and logistics service provider relationships to optimize service, cost, transit performance, and customer fulfillment outcomes.

• Monitor logistics performance, fulfillment metrics, transit times, costs, and exception trends to drive continuous improvement and customer satisfaction.

• Provide logistics, trade compliance, material security, and shipment governance guidance to Operations, Sales, Sourcing, Quality, Finance, and other stakeholders.

• Lead and develop logistics personnel in Irvine and Hong Kong while providing functional leadership and direction to logistics activities across Amsterdam, Singapore, and other Rand facilities.

• Support implementation, adoption, and continuous improvement of ERP, CRM, and logistics management systems and processes.

• Maintain audit readiness and ensure effective chain-of-custody, shipment integrity, and material security controls throughout the global supply chain.

Duties and Responsibilities

• Coordinate and oversee daily shipping activities to ensure timely and accurate execution of customer and supplier shipments.

• Establish and maintain processes to confirm shipment contents, part numbers, quantities, conditions, classifications, and documentation accuracy prior to release.

• Ensure shipments are released only after required quality, regulatory, and documentation requirements have been satisfied.

• Monitor inbound purchase order shipments and outbound customer shipments, proactively communicating status, risks, delays, and corrective actions to stakeholders.

• Ensure adherence to applicable safety, environmental, customs, transportation, and international shipping regulations.

• Ensure customer-specific shipping instructions, labeling requirements, documentation standards, and handling controls are consistently met.

• Participate in onboarding, training, and cross-training of logistics personnel and provide logistics and trade compliance training to broader operational teams as needed.

• Support warehouse readiness, organization, and audit preparedness related to logistics and shipping operations.

• Partner with Operations, Sales, Sourcing, Quality, and Finance to align logistics solutions with business needs and customer requirements.

• Proactively resolve transportation, customs, and delivery issues while balancing service, cost, compliance, and customer expectations.

• Establish and maintain logistics KPIs and reporting dashboards, including on-time delivery, cost per shipment, transit time, exception rates, and compliance metrics.

• Apply risk-based thinking, PFMEA principles, and Control Plan requirements where applicable to support shipment quality, compliance, and customer satisfaction.

Maintain audit readiness and records retention for logistics and trade compliance activities.

· Ensure appropriate security and chain-of-custody controls for materials in transit and during handoffs

Core Competencies

• Strong knowledge of global logistics, transportation, trade compliance, customs, and international shipping practices.

• Ability to read and interpret shipping documents, regulatory requirements, work instructions, and customer requirements in English.

• Strong analytical and mathematical skills related to freight costs, weights, dimensions, rates, and logistics performance metrics.

• Strong attention to detail, operational discipline, and process orientation.

• Excellent problem-solving and decision-making skills in dynamic logistics and supply chain environments.

• Ability to work collaboratively with internal teams and external logistics providers across multiple countries and time zones.

• Strong written and verbal communication skills with the ability to influence stakeholders at all organizational levels.

Requirements:

• Bachelor’s degree in supply chain management, Business, Logistics, or related field preferred.

• 7+ years of progressive experience in global logistics management, trade compliance, supply chain operations, or related disciplines.

• Experience leading global logistics operations within a multi-site international manufacturing, technology, or industrial environment preferred.

• Strong background in parcel shipping environments with high transaction volumes and dynamic daily demand.

• Experience with international freight operations, including air, ocean, and ground transportation, customs documentation, export controls, and regulatory compliance requirements.

• Solid understanding of U.S. and international import/export regulations, Incoterms, ECCN, HTS classification systems, customs processes, and shipment security requirements.

• Proven ability to negotiate and manage carrier and logistics service provider contracts to improve service and reduce cost while maintaining customer expectations.

• Proficient with ERP systems, transportation and shipment tracking platforms, Microsoft Excel, and logistics performance analytics.

• Understanding of duties, tariffs, and tax considerations associated with international trade and shipment structuring.

• Exceptional organizational, communication, leadership, and problem-solving skills.

• Demonstrated ability to work effectively across functions and cultures in a global business environment.

• Domestic and international travel may be required.

• May require occasional overtime or weekend work based on business needs.

• Must be able to remain in a stationary position for extended periods and perform frequent computer-based work.

• Must be able to manage multiple priorities in a fast-paced, deadline-driven environment.

Supervisory Responsibilities:

In this role you will directly supervises Logistics Coordinators and other assigned logistics personnel in Irvine and Hong Kong, including hiring, training, coaching, performance management, and professional development. Provides functional leadership and direction to logistics activities across Amsterdam, Singapore, and other Rand locations to ensure consistent execution of global logistics, transportation, trade compliance, and shipment governance standards.
