Job Title: Attorney – OCR Case Processing Support

Department: Operations – Services

Reports To: RavenTek Program Manager

Location: On-site, multiple locations – must live within driving distance of specific worksite location

Schedule: Monday – Friday

Hours: Full-time, 40-hours/week

FLSA Status: Salary, Exempt

Clearance: Public Trust

Position Summary

The Attorney – OCR Case Processing Support aids the customer by reviewing, evaluating, and processing civil rights complaints in accordance with Article I of the OCR Case Processing Manual (CPM). This role performs legal analysis related to jurisdiction, complaint sufficiency, timeliness, and case disposition while supporting high-volume case processing operations in a structured federal environment. The Attorney – OCR Case Processing Support prepares legally sufficient work products, including evaluation memoranda, notification letters, dismissal letters, and related case documentation, while ensuring compliance with applicable federal civil rights statutes, Department procedures, and federal information protection standards. The performance of this position is key to RavenTek's performance on the contract, and therefore RavenTek's mission to support the customer.

Requirements:

Essential Duties and Responsibilities

  • Review incoming complaints to determine eligibility for further processing under OCR procedures.
  • Conduct jurisdictional analysis under applicable federal statutes, including Title VI, Title IX, Section 504, ADA, and the Age Discrimination Act.
  • Evaluate complaint sufficiency, including factual support, timeliness, waiver applicability, and legal basis.
  • Determine appropriate case disposition, including investigation, referral, rapid resolution, or dismissal.
  • Maintain accurate and complete case documentation in accordance with Department procedures and federal standards.
  • Utilize OCR Case Management (CMS) and Document Management (DM) systems to manage and track case activity.
  • Communicate with complainants and relevant parties to obtain clarification or additional supporting information as needed.
  • Support rapid resolution and evaluation-stage activities in accordance with OCR procedures.
  • Ensure compliance with the Privacy Act, FOIA, FERPA, Section 508 accessibility requirements, and Department information security procedures.
  • Support quality assurance efforts to ensure written work products meet standards for technical accuracy, clarity, consistency, and timeliness.
  • Manage multiple assignments and competing priorities in a high-volume, deadline-driven environment.
  • Enter actual time worked, once complete, at the end of the day, or no later than 10:00 a.m. the following workday, and submit timesheets at the end of each pay period.
  • Submit Monthly Status Reports on a regular basis, as required.
  • Monitor RavenTek email on a regular basis, at least 3 times per week, and respond accordingly.
  • Complete required compliance training as assigned.
  • Other duties as assigned.

Knowledge and Critical Skills

  • Strong legal, analytical, and problem-solving skills.
  • Knowledge of federal civil rights statutes and regulatory frameworks.
  • Excellent legal writing, research, and technical documentation capabilities.
  • Ability to manage high-volume caseloads with competing priorities and strict timelines.
  • Work effectively within structured workflows and standardized procedures.
  • Effective written and verbal communication skills.
  • Ability to maintain confidentiality and appropriately handle sensitive information.
  • Proficiency with Microsoft Office applications and electronic case/document management systems.

Education & Work Experience

  • Juris Doctor (J.D.) from an accredited law school.
  • Active bar membership in any U.S. jurisdiction.
  • Minimum of 1+ years of relevant legal experience.
  • Experience with civil rights law, administrative law, investigations, compliance review, or regulatory processes preferred.
  • Prior experience supporting federal civil rights enforcement activities or education-related legal matters preferred.

Certifications, Licenses

  • Active bar membership required.

Special Requirements

  • Ability to obtain and maintain Public Trust level clearance.

Work Environment

Employee will be working indoors in an office environment with other people. Potential moderate temperature fluctuations. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust. Exposure to video display terminals occurs on a regular basis.

Physical Demands

To successfully perform the essential functions of the job, the employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear; see to read printed materials and computer screens; mobility to work in a typical office setting. Ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and may be required to provide recommendations, summaries and/or reports in written format. Must be able to effectively communicate with others verbally and in writing. Employee must be able to lift and/or move moderate amounts of weight, typically up to 20 pounds. Regular and predictable attendance is essential.
