Job Description

Position Description: Serves as the administrator/facilitator of the Barton County Upward Bound (BCUB) project. Such participation shall be directed toward the accomplishment of program goals and objectives as established in the currently funded federal proposal, meeting specific federal and local institutional criteria. Note: This position is either completely or partially grant funded. Employment contingent upon continued grant funding. This position also serves as a Campus Safety Authority as required by federal law in the Clery Act. Position Responsibilities: 35.00% -

Dept of Education:

* Direct, implement, and supervise program processes and procedures in order to meet all program objectives within the current funded proposal;

* Develop and administer Upward Bound program in accordance with Federal TRIO legislation and identified local need;

* Develop and administer Upward Bound program in accordance with Education Department's General Administrative Regulations (EDGAR), Federal TRIO legislation, and U.S. Office of Management and Budget regulations; ensuring program expenses and purchases are allowable and allocable;

* Based on documentation identified above, develop and submit mandated reports annually to the U.S. Department of Education and the college;

* Establish and maintain an ongoing collaboration with U. S. Department of Education assigned Program Specialist regarding project administration including objectives, budget and outcomes;

* Hire, train, supervise and evaulate BCUB staff and facilitate personal and professional development of BCUB staff;

* Collect and maintain exacting documentation annually on participant eligibility (including income, first generation, and academic need,) services provided, and participant outcomes;

* Develop and direct continuous program evaluation systems

25.00% -

Participants:

*Consult with target school personnel related to identification and recruitment of and services for eligible participants;

* Select and retain eligible program participants;

* Consult with parents/guardians of participants during selection process and throughout participation in program;

* Provide personal, vocational and academic services to program participants (including during evenings, and weekends);

* Establish networks with college departments and community agencies related to services needed by project participants;

* Promote BCUB services to target high schools and communities

25.00% -

Summer Program:

*Research, plan and direct the six-week residential summer academic program, enrichment activities, and educational activities for participants;

* Hire, train, supervise and evaluate BCUB Resident Assistants and Instructors for the six-week residential summer academic program;

* Chaperone program activities during the six-week residential summer session (including some evenings, weekends, and over night trips);

* Direct, implement, and supervise all aspects of the Bridge Student summer component (including coursework, job shadowing and work study).

10.00% -

Consulting Tasks:

* Consult with VP of Student Services relevant to program administration and relationship to institution;

* Consult with Barton TRIO Directors regarding TRIO legislation, regulations, and service coordination;

* Consult with U.S. Department of Education assigned Program Specialist relevant to program objectives and compliance;

* Consult with representatives of PSEIs to meet the needs of participants;

* Consult with administrators, faculty, and staff from the target area high schools to provide needed services to participants;

* Consult with community personnel and services available to eligible participants;

* Consult with area employers, schools, faith communities, service agencies and other outside agencies to share information relative to the project and participants

5.00% - Performs other duties as needed or assigned. Expectations: Develop and direct both academic and summer curricular and co-curricular programs for eligible target high school participants in accordance with the approved grant proposal and federal legislation and regulations. Demonstrate commitment to the highest ethical standards of professional practice, as well as personal and professional integrity. Knowledge, Skills and Abilities: Experience - Two years to five years of similar or related experience. Education - A Master's degree and a professional certificate or a graduate degree. Interpersonal Skills - A significant level of trust and diplomacy is required, in addition to normal courtesy and tact. Work involves extensive personal contact with others and/or can be of a personal or sensitive nature. Work may involve motivating or influencing others. Outside contacts become important and fostering sound relationships with other entities (companies and/or individuals) becomes necessary. Other Skills - Master's Degree in education, student services or related field required; candidate within one year of master's completion can be considered. Knowledge of PSE matriculation, admissions, financial aid, and related processes necessary .Experience with educational and training needs of target population and experience designing, managing, or implementing similar projects. Physical Requirements: Job may require lifting light weight objects (1 to 10 pounds) with no repetitive bending or stooping. Occasionally lift average weight objects (1 to 10 pounds). Regular exposure to favorable conditions such as those found in a normal office or classroom. Wages/Other:

The salaried rate for this position is $68,093.09 to $76,046.36.

Job Advertisement: Barton County Community College is seeking applications for the Project Director of the TRIO/Barton County Upward Bound program. This is a replacement, full-time position, responsible to the VP of Student Services, to develop and manage the federally funded Upward Bound project. Upward Bound is a college preparatory grant program which provides academic support services to high school students in an effort to encourage and support enrollment in and graduation from a Bachelor's level educational program. Qualifications: Master's degree in education, student services or related field; demonstrated knowledge of PSEI matriculation, admissions, financial aid, and other related processes. Must possess strong written and oral communication skills and demonstrated ability to work productively as part of a team.
