About This Position

Summary:

This position partners with the senior management team to achieve short and long term strategic objectives. The CTO provides leadership, strategic thinking and solution oriented concepts in alignment with the mission and strategic plan. The CTO drives the technology innovation strategy and vision. This position is responsible for overseeing all technical aspects of Ephrata National Bank, which includes IT Infrastructure, IT Services and Support, and Application Delivery. The CTO is responsible for enhancing operational efficiencies, leveraging technology, and instilling a culture of progressive innovating thinking and a solution oriented mindset across the division. The CTO establishes a dynamic results-oriented leadership team that has a customer experience focus. Through the partnership with the senior management team the CTO achieves results that delivers on business objectives, improves efficiencies and streamlines technological processes or systems.

Essential Functions:

  • Establish the bank’s technology innovation vision that is aligned with the bank’s strategic plan as well as short and long term objectives.
  • Leads all aspects of the banks’ technological division and provides leadership and direction to the information and technology leadership team. The CTO is responsible for partnering with the senior management team to achieve annualized strategy.
  • Work directly with the bank’s senior leadership team to execute on the annualized objectives and support the development of the strategic plan. Engage with the bank’s executive leadership team in a consultative manner and advisor on technology solutions that improve efficiency, effectiveness or the customer experience.
  • The CTO is responsible for executing on an approved budget and key initiatives that supports the bank’s enterprise wide objectives. The CTO is responsible for partnering with internal stakeholders to ensure that the annual technology budget is reflective of organizational needs to achieve objectives related to the customer experience, organizational efficiency and technological innovation.
  • Discover, test and implement new technologies that yield competitive advantage and enable the organization to respond nimbly to changing trends in market and consumer expectations. Provide thought-leadership and make key contributions to the bank’s business and digital strategies.
  • Conducts research on technologies and make presentations to the senior management on technology innovation opportunities that support the bank’s customer experience strategies.
  • Establish appropriate service levels and the processes to ensure that KPIs are met. Steer the bank and business segments to use technology to enhance profitability by establishing KPIs and IT budgets to optimize technology spend and performance. Ensure appropriate ROI business cases are developed and appropriately communicated to support the execution of the bank’s strategy.
  • Oversee technology architecture and infrastructure to ensure functionality, security and efficiency. Oversee security of all data proprietary to the bank and provide for the complete backup of all computer systems in case of system failure or disaster.
  • Communicate transparently and effectively with partners and investors, sharing technology strategy and using stakeholders’ feedback to inform necessary improvements and adjustments to technology.
  • Provide leadership and guidance in infrastructure management, network communications, application development and service management that enable the organization to meet its business objectives.
  • Engage in the vendor selection process to oversee vendor evaluation, selection and management of technology providers. Effectively partner with business line leaders on technology selection that directly impacts business segments outside of the Information Technology division.
  • Continuously evaluate processes and technology, recommending process improvements and necessary materials/equipment and software to gain efficiencies and boost outcomes.
  • Oversee the strategy of procuring, installing, and maintaining all technology hardware and software and all other products and supplies necessary to keep infrastructure systems optimal and operable.
  • Oversee implementation and execution of upgrades/system releases via well-defined plans.

Required Education and Experience:

  • Bachelor’s Degree in Computer Science or Systems Engineering required, Master’s Degree preferred.
  • Minimum of 12-15 years of work experience related to information technology. A minimum of 5 years of experience leading a technology team is required. Experience in financial services such as banking, wealth management or asset management is strongly preferred.
  • Strong facilitation, influencing, and change management skills.
  • Advanced technological skill set and a demonstrated history with technology.
  • Exceptional team management skills.
  • Ability to actively communicate, inspire and motivate all levels of staff.

Supervisory Requirements:

This position provides leadership for the Application Delivery, IT Services and Support, and IT Infrastructure teams.

Work Environment:

This job operates in a professional work environment. This role routinely uses standard office equipment such as computers, monitors, mouse, keyboard, phones, printers, scanners, photocopiers, filing cabinets, calculator, and fax machines.

This is a full-time position. Flexibility of schedule to meet business needs is required.
