This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for an Instructional Designer based in the United States.

This role supports Medicaid agency clients by designing engaging, effective learning experiences and performance support solutions. You will transform complex source materials into clear, accessible training programs aligned with defined learning objectives and organizational needs. The position combines instructional design expertise with creative problem-solving, multimedia development, and close client collaboration. You will work across self-paced e-learning, performance support, knowledge sharing, simulations, and other learning formats. The role requires strong project management skills, attention to detail, and the ability to incorporate feedback while managing multiple priorities. The position is remote and initially focused on supporting a U.S. territory client, with occasional travel and potential future assignments requiring greater travel.

• Convert storyboards, PowerPoint presentations, job aids, desk references, and quick reference guides into engaging training programs and e-learning experiences that achieve defined learning objectives.
• Apply sound instructional design principles and the ADDIE methodology, adapting pacing, interaction, cognitive load, and learning activities to the specific requirements of self-paced e-learning, virtual training, and instructor-led environments.
• Design and develop learning programs aligned with client objectives, organizational goals, identified training needs, and performance requirements.
• Partner closely with project managers, teammates, and clients to clarify requirements, align on scope and timelines, provide proactive status updates, and respond effectively to review cycles.
• Manage multiple instructional design projects simultaneously, organizing workloads and consistently delivering high-quality work within established deadlines.
• Develop learning solutions using a broad range of approaches, including self-study, practice activities, performance support, knowledge sharing, experience-based learning, simulations, role-plays, games, audio, video, and other media.
• Produce and integrate multimedia content such as videos, animations, screen recordings, graphics, and images using tools including Vyond, ElevenLabs, Camtasia, and Adobe applications.
• Create and maintain e-learning content using Articulate Rise 360 and Storyline 360, ensuring deliverables meet quality, accessibility, branding, formatting, and usability standards.
• Organize project files, versions, change logs, reusable components, and lessons learned to improve consistency and efficiency across future projects.
• Research client goals and organizational needs to identify opportunities for improved learning outcomes and performance.
• Incorporate knowledge of group dynamics and change management into learning solutions and stakeholder interactions.
• Use influencing and facilitation skills in complex situations, adapting communication styles and helping stakeholders consider alternative perspectives.
• Provide ongoing support to client and project teams while contributing to additional learning and development initiatives as needed.

• Bachelor’s degree required or equivalent relevant experience; a master’s degree is preferred.
• At least 5 years of professional experience in an instructional development, learning and development, or related environment.
• Demonstrated instructional design and course development experience, including broad application of the ADDIE methodology.
• Instructional Designer certification is preferred.
• Experience using established instructional design tools, templates, repositories, and development processes to create effective training solutions.
• Hands-on experience developing e-learning with Articulate Rise 360 and Storyline 360, along with experience creating multimedia using Vyond, Camtasia, and Adobe Photoshop, Lightroom, or Express.
• Working knowledge of learning management systems for publishing, managing, and maintaining e-learning content.
• Strong understanding of instructional design principles, performance support, learning methodologies, and adult learning considerations.
• Strong project management and organizational skills, with a proven ability to manage multiple projects, competing priorities, and deadlines simultaneously.
• Excellent written and verbal communication skills, with the ability to collaborate effectively with project managers, colleagues, clients, and other stakeholders.
• Ability to receive and incorporate critical feedback professionally and use review cycles to improve deliverables.
• Strong attention to detail and ability to consistently follow branding, formatting, accessibility, quality-assurance, and content standards.
• Creative problem-solving skills and original design thinking, with the ability to develop innovative solutions within defined requirements and constraints.
• Strong interpersonal and influencing skills, with the ability to adapt communication styles and build productive relationships in complex environments.
• Proficiency with Microsoft Office 365.
• Willingness to support a Guam-based client, including availability from 8:00 a.m. to 12:00 p.m. Tuesday through Friday Chamorro Standard Time (ChST).
• Willingness to travel to Guam occasionally; future client assignments may require travel of up to 50%.

• Fully remote position within the United States.
• Regular full-time employment.
• Targeted base salary of $115,000–$135,000 per year, with final compensation based on experience, education, qualifications, seniority, travel requirements, and other relevant factors.
