Position Summary:
The Payroll & Benefits Specialist is responsible for processing bi-weekly payroll, administering employee benefits, and supporting HR operations. This role ensures payroll accuracy, compliance with applicable laws and regulations, and provides high-quality service to employees regarding payroll and benefits. The position also supports onboarding, offboarding, and vendor coordination.

Key Responsibilities:
Payroll Responsibilities
• Process bi-weekly payroll accurately and on time (26 pay periods annually)
• Review and audit all timesheet submissions to verify manager approval, accuracy and completeness of each entry. Job allocations/job costing for our grants in the payroll system.
• Maintain payroll data in third-party systems (ADP, benefits, etc.)
• Must be adept at identifying and resolving payroll discrepancies, such as errors in timekeeping or discrepancies in pay rates.
• Ensure compliance with federal, state, and local payroll laws. Ensure knowledge of changes as they occur
• Generate payroll reports and distribute to department managers as required.
• Maintain strict confidentiality of employee data and data accuracy.
• Work well under deadlines while managing multiple tasks.
• Support prevailing wage compliance as applicable.
• Train other departments on their payroll responsibilities.
• Review new hires / transfers / promotions for accuracy and compliance.
• Create and process payroll invoices for internal billing.
• Coordinate with HR team to process terminations and final paychecks.
• Create weekly HR / Payroll update for leadership team.
• Create and distribute month end job costing reports.
Benefit Responsibilities
• Administer all employee benefit programs (health, dental, vision, retirement, etc.) in compliance with plan provisions and applicable regulations
• Coordinate new hire benefits enrollment, participate in new hire orientations, and educate employees on available options to support informed decision-making
• Serve as the primary point of contact for employee benefits inquiries, providing timely resolution and high-quality customer service
• Manage relationships with benefit vendors and third-party administrators, including communication, issue resolution, and plan compliance
• Process and reconcile benefit invoices, ensuring accurate payroll deductions and proper allocation of employee premium contributions
• Administer 403(b) participation, including enrollment requests, contribution reporting, and coordination with payroll/PEO systems
• Support annual open enrollment, including employee communications, education, and system updates
• Conduct regular audits of benefits and payroll data to ensure accuracy, compliance, and data integrity
• Oversee benefits enrollment and maintenance within HRIS/payroll systems, ensuring accurate and up-to-date records
• Process employee benefit terminations, including coordination of COBRA notifications and verification with benefit providers
• Partner with HR leadership to continuously improve benefits processes, communication, and employee experience
• Ensure compliance with all applicable federal and state regulations including FLSA, ACA, ERISA, COBRA, and IRS requirements related to payroll and benefits administration.
• Serve as primary point of contact for all leaves, including FMLA and FAMLI.
Required Qualifications:
Education and Experience
• A degree or relevant work experience is preferred.
• Minimum of 2-3 years in payroll, and benefits administration.
• Experience with HRIS/payroll systems (ADP Workforce Now or similar strongly preferred)
Skills and Competencies
• Proficiency in Microsoft Office Suite, Intermediary Excel.
• Strong analytical and problem-solving skills.
• Familiarity with federal grant allocations.
• Excellent written and verbal communication skills.
• Ability to manage multiple tasks and deadlines in a fast-paced environment.
Desired Qualifications
• 401k or 403b experience is a plus.
• Previous payroll and benefits experience preferred
LOCATION:
• The role is an in-office position 8 a.m. to 4:30 p.m., Monday-Friday. May require infrequent weekend or evening hours as needed.

DESCRIPTION OF TASKS:
• Pushing/Pulling: Occasional pushing/pulling is required when the employee is using a hand truck to move files or office supplies. Force pounds were estimated to be up to 25lbs.

• Standing/Walking: Alternate standing and walking is performed occasionally when an employee is walking to make copies at the copying machine, faxing documents, or going to assist others in the company.
• Climbing: Climbing is performed when the employee needs to climb onto a step stool to reach items on shelves.
• Bending/Stooping/Crouching: Forward torso bending, stooping, and crouching may be preference of the worker when reaching or material handling at lowered work surfaces, and/or reaching for items on the lower shelves.
• Squatting/Kneeling: These techniques can be used by the employee when performing lifting, carrying, or with position tolerance tasks. Squatting/kneeling can be applied up to 1/3 of the workday.
This position has regular verbal and written contact with administrative personnel, middle, and senior management. The nature of these communications ranges from a routine exchange of information to a process of securing information and/or responding to inquiries where explanation and discussion may be required using judgment.
EQUIPMENT, MACHINES, TOOLS USED:
• Computer, computer software, scanner, printer, telephone, copier, facsimile machine, calculator, postage machine, paper cutter, and hand truck. May use other equipment as required for the position.
DESCRIPTION OF WORK ENVIRONMENT:
Environmental Exposure:
• Inside: 100% Temperature: Air-conditioned room. Work is performed primarily indoors unless the employee is required to go out of the office on errands. The employee will be in contact with chemicals (i.e., toner for copier and facsimile machines), and materials (i.e., paper) normally found at offices. The employee will also be exposed to minimal noise and vibration.
Vision and Hearing:
• Must be able to clearly see the computer monitor with or without corrected vision. Must be able to judge or distinguish distance and space relationships.
• Must be able to hear within a normal range with or without a hearing device.
