Senior Pricing Analyst (Government Contracting)

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Pricing Analyst (Government Contracting) based in the United States.

This role will play a key part in developing competitive, compliant pricing strategies for federal government proposals and contracts. You will combine financial analysis, cost modeling, market research, and forecasting to support high-priority bids and strategic business decisions. Working closely with Business Development, Capture, Finance, Human Resources, Operations, and executive stakeholders, you will translate complex cost data into actionable recommendations. The position covers the full pricing lifecycle, from proposal development and price-to-win analysis through contract performance and post-award reviews. You will also monitor profitability, indirect rates, funding utilization, earned value, and subcontractor financial performance. This is a high-impact opportunity for an experienced pricing professional who can balance analytical rigor, regulatory compliance, and strategic thinking in a government contracting environment.

Accountabilities:
  • Develop compliant cost models and competitive pricing strategies for federal proposals and task orders in collaboration with Business Development, Capture, Proposal, HR, Finance, and Operations teams.
  • Research competitor pricing and market trends, assess their impact on profitability and growth, and support price-to-win objectives for priority pursuits.
  • Develop price-to-win goals, competitive direct and indirect rates, cost strategy plans, and supporting pricing analyses for leadership and capture teams.
  • Ensure pricing proposals comply with applicable government requirements, including CAS, FAR, DFARS, solicitation-specific requirements, and internal policies and procedures.
  • Build detailed cost models and Basis of Estimate (BOE) analyses by collaborating with operations, finance, HR, capture leadership, and subcontractors.
  • Develop competitive assessments, funding analyses, top-down and bottom-up program pricing, market-based pricing analyses, and other target allocation models.
  • Provide analytical, forecasting, reporting, and project support to senior management, including monthly profitability and margin reporting.
  • Conduct monthly Earned Value Management (EVM) analysis, monitoring Schedule Variance (SV), Cost Variance (CV), Estimate at Completion (EAC), and Estimate to Complete (ETC) across government projects.
  • Monitor contract burn rates, funding thresholds, labor rates, indirect rate application, cash flow, and margin performance, proactively identifying budget and profitability risks.
  • Model and evaluate indirect cost pools such as Fringe, Overhead, General & Administrative (G&A), and Material Handling to assess profitability and competitive rate positioning.
  • Monitor actual indirect expense absorption against target rates, support mid-year rate adjustments, and manage year-end true-up activities and Incurred Cost Electronically (ICE) submissions.
  • Review subcontractor pricing proposals and BOEs, supporting Commercial Item Determinations and cost or price reasonableness analyses.
  • Monitor subcontractor invoice burn rates against purchase order ceilings, funding commitments, and performance milestones.
  • Develop scenario-based financial models and sensitivity analyses for executive leadership, including labor mix, fringe, overhead, margin, revenue, and cash flow scenarios.
  • Track pipeline win probabilities against resource requirements to support multi-year revenue and gross-margin forecasting.
  • Conduct post-award financial reviews comparing proposal assumptions with actual execution costs to improve future pricing strategies.
  • Identify opportunities to automate and improve pricing and finance processes, creating scalable and reusable models and workflows.
  • Assist with quarterly and annual financial reporting, statements, and disclosures.

Requirements:

  • Bachelor’s degree in a relevant discipline with 6–8 years of relevant experience, or a master’s degree with 4–6 years of relevant experience.
  • Previous experience in pricing and proposal development within a government contracting environment.
  • Strong knowledge of the full RFP and task-order response lifecycle and experience developing compliant pricing proposals.
  • Comprehensive understanding of government contract types, including FFP, FFP LOE, FPIF, CPAF, CPFF, T&M, and similar structures.
  • Hands-on experience with Service Contract Act (SCA) requirements and Collective Bargaining Agreements (CBA).
  • Demonstrated ability to build, populate, manipulate, and maintain detailed cost and pricing models.
  • Strong knowledge of FAR, DFARS, CAS, government contracting regulations, and applicable accounting standards and policies.
  • Advanced Microsoft Excel skills, including developing and manipulating complex formulas; proficiency with Microsoft Office, Outlook, Word, and SharePoint.
  • Experience negotiating with subcontractors and collaborating with prime contractors, subcontractors, and internal stakeholders during proposal development.
  • Previous supervisory or team leadership experience.
  • Strong analytical, organizational, planning, and problem-solving skills, with the ability to balance multiple priorities and deadlines.
  • Exceptional attention to detail and accuracy, combined with the ability to work independently and reliably.
  • Strong written and verbal communication skills, including the ability to develop clear analytical narratives and pricing documentation.
  • Flexible and adaptable approach, with the ability to respond effectively to changing priorities and business requirements.
  • U.S. citizenship and the ability to obtain a security clearance are required.
  • Certified Pricing Professional (CPP), Certified Government Financial Manager (CGFM), or similar advanced certification is preferred.
  • Experience supporting large, multi-million-dollar proposals is preferred.
  • Experience with Vena Solutions is strongly preferred.
  • Previous experience working with Alaska Native Corporations (ANCs) is an advantage.
