Position Summary
The Counterintelligence Analyst will play a critical role in supporting client implementation of Federal Research Security Programs in accordance with NSPM-33, NIST IR 8484, and other federal directives. This position requires advanced counterintelligence expertise to assess threats, identify vulnerabilities, and develop mitigation strategies to protect sensitive research, intellectual property, and emerging technologies from foreign influence and exploitation. The analyst will conduct in-depth assessments, develop policies and procedures, and provide strategic insights to enhance research security postures. The role demands a deep understanding of national security, counterintelligence operations, cybersecurity, and federal research environments.
Key Responsibilities- Conduct comprehensive assessments of research security environments.
- Identify gaps in compliance and recommend corrective actions.
- Evaluate Foreign National Registration System (FNRS) and research activities involving critical and emerging technologies.
- Contribute to the design of a Research Security Program frameworks.
- Align program elements with federal cybersecurity standards.
- Draft and implement research security policies, disclosure requirements, and due diligence procedures.
- Identify critical technologies and develop Critical Assets Lists.
- Support interagency collaboration and integration of digital persistent identifiers (DPIs).
- Assist in developing Export Control Policies and updating Technology Control Plans.
- Support development and delivery of training programs for research staff on security best practices and compliance.
- Design and test incident response plans through tabletop exercises and simulations.
- Support continuous systems monitoring and develop compliance reporting internal controls.
- Support the development of governance structures, risk frameworks, and compliance strategies.
- Bachelor’s degree in Intelligence Studies, National Security, Cybersecurity, or related field. Master’s degree preferred.
- Minimum of 8 years of experience in counterintelligence, national security
- Active Top Secret clearance required.
- Preferred certifications include CISSP, CISM, CEH, or similar.
- Deep understanding of counterintelligence principles, foreign influence threats, and insider threat mitigation.
- Familiarity with federal research security requirements.
- Experience with classified and unclassified due diligence processes.
- Strong analytical, writing, and briefing skills.
- Ability to work collaboratively with program and project team members, federal agencies, contractors, and research institutions.
- Proficiency in risk assessment, policy development, and incident response planning.
- Prior experience supporting federal research institutions or science agencies (e.g., NOAA, NSF, DOE) desireable.
- Knowledge of critical and emerging technologies and export control regulations.
