FIRST REVIEW OF APPLICATIONS WILL TAKE PLACE ON TUESDAY, FEBRUARY 17, 2026

Under general supervision and as part of a service-oriented team, the Building Official reports to the Community Development Director and performs a variety of routine and complex administrative, supervisory, and technical tasks in administering and enforcing building and related codes. Exercises supervision over building inspectors, plan reviewers, permit technicians, support staff, and other part-time or temporary staff, and consultants as assigned.
- Manages and supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates,
and evaluates assigned staff; reviews progress and directs changes as needed.
- Provides leadership and direction to the team; gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates department activities with
other departments and agencies as needed.
- Provides technical building code advice to supervisors; makes presentations to supervisors, boards, commissions, civic groups, and the general public.
- Communicates official programs, policies, and procedures to staff and the general public.
- Prepares, in consultation with the Community Development Director, the annual operating budget of the Building Department.
- Administers the annual operation budget of the Building Department. Ensures the department operates within budget; monitors revenues and expenditures in the
assigned area to ensure sound fiscal control; ensures the effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
- Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve the efficiency and effectiveness of
operations.
- Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
- Maintains harmony among workers and resolves grievances; Performs or assists subordinates in performing duties; adjusts errors and complaints.
- Enforces a variety of codes, including the International Building Code, Mechanical Code, Plumbing Code, Fire Code, Uniform Housing Code, Uniform Abatement of Dangerous Buildings Code, and local codes such as sprinkling, nuisance, clearing, grading, filling, and zoning.
- Issues correction notices and citations.
- Explains, interprets, and provides guidance regarding all applicable codes to architects, engineers, contractors, developers, and other interested parties.
- Reviews current trends and developments in the field of construction, and prepares revisions to codes, ordinances, and local regulations.
- Supervises and routinely examines building plans of all types to determine compliance with code requirements and related regulations.
- Researches problems and complaints regarding commercial and residential buildings, building construction, and code compliance.
- Responds to complex and sensitive building issues.
- Resolves complex and sensitive customer service issues, either personally, by telephone, or in writing.
- Maintains records and documents of customer service issues and resolutions.
- Administers the permitting function, including application, fee assessment and collection, permit issuance, inspection, and occupancy. Coordinates plan reviews,
inspections, and enforcement actions.
- Peripheral duties include reviewing proposed subdivisions for code compliance.
- Performs the duties of a plans examiner or inspector, as needed. Is a resource for other departments within the City as required.

Knowledge, Skills, and Abilities

- Knowledge of municipal building safety codes, related laws and ordinances, and building standards.
- Principles and practices of supervision, training, and personnel management.
- Knowledge of the principles and practices of modern building safety inspections and related code compliance programs.
- Knowledge of blueprints, layouts, construction plans, parcel maps, and zoning maps.
- Skill in interpreting the building safety codes to the public, staff, local, state, and federal agencies, and to professionals in the development and construction community.
- Skill in identifying technical and operational problems and recommending appropriate corrective actions.
- Knowledge of computer software, including word processing, spreadsheet, database, and permitting applications consistent with this position (e.g., Bluebeam).
- Knowledge of current office practices and procedures, and knowledge of the operation of standard office equipment and software.
- Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
- Ability to understand and effectively carry out local policies and procedures; written instructions, general correspondence, and Federal, State, and local regulations.
- Ability to perform word processing and/or data entry.
- Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
- Skill in researching and understanding complex written materials.
- Ability to perform mathematical calculations required of this position.
- Ability to prepare and maintain accurate and concise records and reports.
- Ability to communicate clearly, concisely, and effectively in English with staff, administration, and the public in both written and verbal form; bilingual skills are a
plus.
- Ability to define problems, exercise sound judgment, and address a variety of situations.
- Ability to think quickly, maintain self-control, and adapt to stressful situations.
- Ability to maintain professionalism at all times.
- Ability to maintain discretion regarding business-related files, reports, and conversations, within the provisions of the Freedom of Information Act and other applicable State and Federal statutes and regulations.
- Ability to establish and maintain effective working relationships with others.
- Ability to work the allocated hours of the position.
- Associate’s degree or two-year Technical Certificate in Building/Construction Technology, Planning, or related field, and three years of building code enforcement experience associated with a variety of building and construction types.

Special requirements include:

- A valid Washington Driver’s License
- ICC Certifications of Plans Examiner (Residential and/or Building) and Residential Building Inspector
- Highly Preferred requirements include having obtained ICC Certifications of: Certified Building Official
- Commercial Plumbing, Gas Piping, and Accessibility Inspector
