The primary function of the Director of Administration is to create an environment for the administrative organization to run effectively and efficiently. These functions include assisting with the district’s finances, managing day-to-day office operations, overseeing HR functions, and maintaining the district’s statutory compliance requirements. The Director of Administration is part of an executive staff team that collaboratively promotes the district’s values and plans and executes leadership and management functions for the district.


As the administrator for human resources, this position instills professional development, administers health, welfare, and retirement plans, and is part of a team that maintains a fair, equitable, safe, and positive work environment for all employees in support of the mission of the organization. The position acts as a liaison between employees and insurance providers to resolve benefit-related problems and ensure effective utilization of plans as well as assure compliance with federal and state regulations.

  • Collaborates with all management staff to identify and deliver the required administrative support operations to the district.
  • Executive assistant to the Fire Chief.
  • Makes recommendations to the Fire Chief for policy and procedure improvement practices related to the personnel manual, workers compensation cost containment program, etc.
  • Consults with legal counsel, as appropriate, or as directed by the Fire Chief on personnel matters.
  • Promotes smooth operation of the office and maintains a working environment conducive to positive morale, teamwork, and employee relations to include providing dependable office work conditions, maintaining district files, the initial recipient of public inquiries and visits
    • Functions as the primary contact for vendor’s desiring to work with the ESD 4 and ESD 4 contractors and consultants.
  • Schedules meetings and interviews as directed.
  • Responsible for operation of the ESD 4 Board Meetings including:
    • Developing and Coordinating Public Meeting Agendas
    • Public posting of agendas
    • Meeting facilitation
    • Taking and documenting Board Meeting minutes.
  • Overseas district financial operations, including but not limited to:
    • Work with Bexar Appraisal District and the ESD 4 Board on the annual Ad Valorem Tax Rate
    • Accounts receivable and payable.
    • Purchasing
    • Annual budgeting and budget tracking.
    • Banking.
    • Insurance.
    • Point of contact for payroll changes.
    • Coordinate district annual audit.
    • Fulfills District statutory requirements related to compliance, licensing, accountability, and disclosure.
  • Participates in organizational decision-making as a member of the district’s executive staff and includes:
  1. Setting up systems and procedures and providing research as required.
  2. Creator of the overall risk management process for the district.
  3. Participating in decisions guided by the district’s vision and strategy.
  4. Assists the Fire Chief coordinate public relation events with with the ESD 4 Board, Bexar County Commissioner, and Bexar County Fire Marshal.
  • Maintains the District’s Human Resources system to include:
  1. Partners with employees and management to communicate various human resources policies, procedures, laws, standards, and other government regulations.
  2. Assure employee development efforts are measured and reported to leadership.
  3. Assure performance management compliance.
  4. Responsible for completion of exit process when an employee leaves.
  5. District has updated employee handbook.
  6. Maintain employee relations and provide support to staff.
  7. Maintains high standards of confidentiality of all employee records and information.
  1. Provides advice and assistance to the Fire Chief on employment and management issues.

Compliance and risk mitigation

  1. District has a safety committee.
  2. District completes incident reports.
  3. Contractors provide Certificate of Insurance
  4. District follows ethics policy.
  5. District provides annual training on harassment and discrimination.
  6. Employee terminations have adequate documentation and rationale.
  7. Workers Compensation administrator and liaison.

Hiring practices

  1. Job descriptions are reviewed annually to ensure that essential job functions are reflected, and physical requirements are updated.
  2. District job advertisements are compliant with nondiscrimination, equal opportunity, and disability regulations.
  3. Active participant in recruitment procedures.
  4. Conducts background checks for pre-employment
  5. District follows state requirements related to criminal records on employment applications.
  6. Coordinate pre-employment physicals and psychological assessments.
  7. Assure the hiring committee is trained on what not to ask during interviews.
  8. Maintains employment applications and rejection reasons.
  9. Sends out conditional job offers, and final job offers.
  10. Facilitate new hire orientation and assure successful onboarding is in place.

Act as the benefits administrator

  1. Coordinate with brokers on annual benefits and open enrollment.
    1. Provides benefit summary plan descriptions to staff.
    2. FMLA administrator
    3. Provides required notices regarding the continuation of health coverage under COBRA
    4. Follow state laws for mandated sick, disability, or pregnancy leave.
    5. Organization has posted required federal and state workplace posters
    6. Coordinate benefit reporting requirements such as CML, ACA, and ERISA.
    7. Act as liaison with various insurance carriers and foster effective relationships with client representatives.
    8. Process monthly billings from insurance. Review billings for accuracy and advances for payment. Resolve any issues with carriers.
    9. Insurance Benefits administrator and serve as primary contact for vendors and third-party administrators. Coordinate transfer of data to external contacts for services, premiums, and plan administration. Evaluate and revise internal processes to reduce costs and increase efficiency.
    10. Provide service support to staff regarding district benefits and develop communication tools to enhance understanding of the district benefits.
    11. Research employee benefit plans and vendors to identify those that present the best value, design, recommend and implement new benefit programs. Examine possible plan design and benefit-cost changes. Negotiate with vendors and administration for best plans, options, and rates.
    12. Responsible for directing and planning the day-to-day operations of group benefits programs.

EXPERIENCE/CREDENTIALS REQUIRED:

  • Bachelors in a related field, required.
  • Master’s degree in related field, preferred.
  • 5 years’ experience in administration.
  • 5 years of HR experience.
  • ICS 100 and 200 during first year of hire.
  • Hold valid Texas Driver’s License.
  • Speak, read, and write English fluently.
  • Experience in management and human resources preferred.
  • Certified Fire Fighter in the State of Texas or the ability to obtain, preferred.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Aware of firefighting terminology and basic incident command system.

OTHER DUTIES AND RESPONSIBILITIES

  • Responsible for typing, creating forms, letters, data input, scanning, and computer operations as required.
  • Coordinate, attend, and record meetings as required.
  • Act as community liaison for the district for committees/organizations.
  • Serve as a member of various committees, as assigned.

OCCUPATIONAL DEMANDS:

  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include sitting for extended periods of time as well as operating office equipment.
  • This would require the ability to lift files, open file cabinets, and bend or stand as necessary.
  • This position requires the abilities of functional self-mobility, effective modes of communication, and adequate vision required to perform assigned duties.
