POSITION OVERVIEW 

We are seeking an experienced Senior Manager, C4, Testing and Readiness to lead the planning and delivery of a world-class transportation operation for a major international sporting event. This is a fast-paced and dynamic leadership role, ideal for professionals with a passion for large-scale event logistics, incident response coordination, and operations center management.

As a pivotal member of the transport leadership team, you will oversee the implementation of Command, Control, Coordination and Communication (C4) protocols, ensuring operational excellence through comprehensive planning, testing, and readiness programs. Your work will be critical to building and validating preparedness, enabling seamless transport operations that meet the highest international event standards.

KEY RESPONSIBILITIES

1. Strategic Planning & C4 Development

    Design and implement the transport C4 framework, ensuring alignment with overall event command and control structures through creation of operational policies, procedures, and technical documentation Define communication channels, reporting protocols, and decision-making hierarchies for transport operationsIntegrate C4 protocols with other functional areas (security, venues, spectator services, etc.)

2. Testing & Readiness Program

    Develop a comprehensive readiness plan, including tabletop exercises, simulations, and live operational testsLead scenario planning and incident response drills for various transport contingenciesCoordinate cross-functional readiness activities with government agencies, emergency services, and event partners

3. Operations Centre Management

    Oversee the design, staffing, technology, security, and operational readiness of the Host City Transport Operations Centre (HC TROC)Ensure robust monitoring, incident logging, and decision-making processes are in place for live event operationsImplement the operational plan and subsequent operation manual, including creation of operational policies, procedures and technical content  Liaise with key partner delivery agencies for the interface of systems to enhance communication and functionality for all parties Establish escalation pathways and rapid-response protocols for critical incidents

4. Stakeholder Engagement & Coordination

    Build strong working relationships with internal functions, venue teams, public transit providers, and contracted transport operatorsLiaise with local, state, and federal agencies to align operational and emergency response proceduresRepresent transport at readiness forums, cross-functional planning meetings, and operational briefings

5. Risk, Compliance & Reporting

    Identify potential operational risks and develop mitigation strategiesEnsure compliance with safety, security, and regulatory requirementsProduce readiness reports, debriefs, and recommendations for continuous improvement

SKILLS AND KNOWLEDGE

    Proven leadership in C4 implementation, operational testing, and incident coordinationExperience managing complex stakeholder relationships, including government, public agencies, and contractorsStrong analytical, problem-solving, and decision-making skills in high-pressure environmentsDemonstrated ability to lead large teams during planning and live operationsFamiliarity with integrated command systems and event operations technologyExcellent knowledge of the passenger transport industry in one or more of the following areas (Bus, Coach, Chauffeur, Taxi, Rail, Fleet, etc.)Executive level understanding of transport specific software such as scheduling and dispatch systems, vehicle tracking and passenger count softwareAbility to translate complex operational requirements into clear, actionable plansInspires confidence, fosters collaboration, and drives high performanceClear, concise, and adaptable across multiple audiences and platformsCommitment to delivering safe, efficient, and reliable servicesMaintains composure and effectiveness under pressureEmpathetic to culturally diverse audiencesLead and attend meetings always representing TMS with the highest standard. Ensure timely response to all communications and maintain all documentation in company files and folders and sharing key documentation as requiredFlexibility in working hours – no two days are the same. Be willing to work flexible and extended hours throughout the event period

QUALIFICATIONS AND EXPERIENCE 

    University degree or equivalent professional experience Proficient in English (written and oral) Preferably 8-10 years of progressive responsibilities and work-related experience, and any combination of education and training, which provide the required knowledge, skills and abilities to perform the essential functions of the job, combined with demonstrated professional growth and achievement Previous involvement in complex event operations, preferably at FIFA World Cup™ or Olympics scale or equivalent Experience of working in International and US major events, preferably within a transport, venue or logistics planning capacityAdvanced skills in writing operational and readiness plans, and post event reportingStrong business acumen and transport language Advanced working knowledge of Microsoft Office 365 softwareExperience of Project Management software
