About This Position
Administers a variety of Human Resources/Benefits functions for the County. Work includes assisting the Director with Programs at the professional level. The employee works with a wide range of County employees, Supervisors, and Managers on sometimes difficult issues. Assists in supervision, planning, organization and project management of the HR Benefits Division. Work requires knowledge of the laws and regulations affecting Human Resources administration, judgment, and initiative in the administration of Programs and Policy interpretation and application, and sound judgment in maintaining confidentiality regarding personnel actions. Position provides overall operational direction to the HR Benefits Division of the Department which requires extensive knowledge of all positions in the assigned Division. The employee must exercise initiative and independent judgment in completing assigned tasks, tact, and courtesy in frequent contact with county employees, department directors, and the general public. Shall carry out other duties as assigned. Work is performed under the supervision of the Human Resources Director and is evaluated by discussion, reports, observation, and feedback from managers and employees.
Performs a variety of special projects involving research, recommending, and developing benefits programs, guidelines, and policies. Research existing and new programs for alternative and innovative proposals. Implements various programs with management approval. Makes recommendations on policies, policy interpretation, drafting reports, and technology improvements. Assists with the development and recommendation of programs; creates new forms, develops spreadsheets, etc.
Handles the annual processing of 1095C’s and the Affordable Care Act (ACA) processing.
Oversees and assists with the coordination of the Annual Service Awards and Recognition Programs.
Handles the processing of ADA claims.
Handles the processing of Educational Program/Tuition Reimbursement requests.
Responsible for the management of Benefits and EAP contracts.
Oversees/assist with county Wellness Programming including health premium discount program.
Responsible for the maintenance of online Employee Self Service system for HR related information.
Responsible for responding to Benefits survey requests.
Involvement with MUNIS projects related to enhancements with benefits, Open Enrollment, Onboarding, etc.
Oversees the reconciling of monthly billing. Research discrepancies and notifies the appropriate benefit company of adjustments.
Responsible for the oversight of Annual Open Enrollment which includes speaking at employee meetings, assisting employees in the understanding of options while ensuring the appropriate verification documents are submitted. Enters benefits changes into the database, help with scheduling and other logistics, and prepares presentations reflecting benefit changes, policy changes, etc.
Responsible for the oversight of entering benefit deductions in MUNIS, Employee Navigator and any other needed benefits sites.
Serves as employee liaison with benefits vendors; researches and resolves claims and other benefit issues.
Responsible for Retirement training, processing, and the monthly Retiree Health Insurance drafts.
Handles the annual OPEB audit.
Responsible for the oversight and approval of Outside Employment Program.
Participates in other Human Resources activities, programs, and projects as needed including research, problem-solving, arranging logistics, and other issues.
Creates, compiles, submits, and maintains a variety of information for HR system analysis; completes various records and reports.
Responsible for the oversight of the operations of the Benefits Division and provides day-to-day guidance to the employees in the HR Benefits Division.
Assists with inquiries regarding County Personnel Policies, and other HR related topics and requests as needed within the HR Benefits Division and overall HR Department.
Participates with training individuals or groups County-wide as needed.
Responsible for the oversight of Shared Leave Program.
Monitors FMLA and other leaves without pay (LWOP) to ensure compliance with the Iredell County Personnel Ordinance.
Serves as the back-up to the HR Division Manager when needed.
Serves as back-up to the HR Director. In the absence of the Director and/or the Human Resources Division Manager, this position provides direct supervision of staff. In conjunction with the HR Director, the Manager will assist with the Recruitment & Selection of HR staff and complete performance evaluations and provide input on disciplinary actions with staff in the HR Benefits Division. Position may also assist in backing up the HR Director as it relates to workplace harassment investigations, general investigations that are periodically conducted, assisting management throughout the County with personnel related matters such as disciplinary actions, administering performance evaluations, etc.
Performs other related work and additional duties as required and/or assigned.
Graduation from a four (4) year College or University with a Degree in Human Resources, Business Administration, or related field, and three (3) to five (5) years of experience in Human Resource to include supervisory experience and planning, organizing and managing projects or an equivalent combination of training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Notary Public required, or the ability to obtain within six (6) months of employment.
WORK SCHEDULE: Monday – Friday / 8:00am – 5:00pm (Possible Flex Schedule if approved)
