About the role:

The Workforce Planning Manager is responsible for aligning Divcon’s field workforce with the company’s active project load and future pipeline. This role leads workforce planning, crew deployment, and capacity forecasting to ensure the right talent, skill sets, and crew structures are assigned to projects at the right time.

Working closely with Operations, Project Management, Sales, and HR, this position develops and maintains the workforce planning models, including Divcon’s gearing ratio framework, that support hiring, mobilization, redeployment, and labor capacity decisions. This role is critical to ensuring field resources are used efficiently, project staffing needs are met, and Divcon can scale operationally as project volume continues to grow.

Key Responsibilities:

Gearing Ratio & Workforce Forecasting

  • Develop and own Divcon’s gearing ratio model—a data-driven framework that defines the optimal ratio of field technicians, project leads, and support staff to active project load
  • Build rolling workforce forecasts (30/60/90-day and quarterly) that translate pipeline and backlog data into specific hiring needs by role, skill set, and geography
  • Partner with Sales and Operations leadership to incorporate pipeline probability, project timelines, and award likelihood into staffing projections
  • Continuously refine the gearing model as Divcon scales, incorporating historical utilization data, project complexity factors, and regional labor market conditions
  • Establish early-warning triggers when projected project load is outpacing available workforce capacity, and escalate to leadership with recommended actions

Crew Deployment & Project Staffing

  • Direct the assignment and movement of field crews between projects as work comes online and falls off the active roster, optimizing for utilization, travel efficiency, and skill alignment
  • Maintain a real-time view of crew availability, certifications, skill sets, and geographic locations to enable rapid deployment decisions
  • Coordinate mobilization logistics for new project starts, including crew assembly, travel arrangements, and onboarding to site-specific requirements
  • Manage demobilization and redeployment when projects close out, minimizing bench time and ensuring continuity of employment for high-performing technicians
  • Collaborate with Project Managers to understand evolving staffing needs throughout the project lifecycle, including ramp-up, steady-state, and close-out phases

Hiring Coordination & Capacity Planning

  • Translate workforce forecasts into hiring requisitions and coordinate with HR/Recruiting to ensure timely sourcing and onboarding of field personnel
  • Define hiring lead-time requirements by role type and region, factoring in recruiting cycle times, training/certification timelines, and project start dates
  • Identify skill gaps in the current workforce and recommend targeted hiring, training, or subcontractor strategies to address them
  • Track and report on hiring pipeline health relative to projected demand, flagging shortfalls before they impact project delivery
  • Develop contingency staffing plans for surge capacity, including relationships with staffing agencies and subcontractor pools for BMS/EPMS-qualified labor

Workforce Systems & Process Development

  • Evaluate, recommend, and implement workforce management tools and systems that support crew scheduling, deployment tracking, and capacity visibility
  • Build and maintain a centralized workforce roster that captures skills, certifications, project history, location, and availability status for all field personnel
  • Develop standard operating procedures for crew assignment, project transitions, and inter-project mobility
  • Create dashboards and reporting mechanisms that provide leadership with real-time visibility into workforce utilization, bench rates, and deployment efficiency
  • Document and continuously improve workforce operations processes as the company scales, ensuring repeatability and institutional knowledge

Reporting & Operational Visibility

  • Build and maintain workforce dashboards that provide leadership with clear, accurate visibility into crew utilization, deployment status, and capacity projections
  • Prepare weekly and monthly workforce reports for executive review, highlighting resource constraints, upcoming mobilizations, and hiring pipeline status
  • Track and report on key workforce metrics including utilization rates, bench time, time-to-deploy, crew turnover, and forecast accuracy
  • Maintain historical workforce data to support trend analysis, seasonal planning, and strategic decision-making around regional expansion

Qualifications:

  • 5–7 years of experience in workforce planning, resource management, field operations coordination, or a similar role in a project-based or field services environment
  • Demonstrated experience building staffing models, workforce forecasts, or capacity planning frameworks tied to project pipelines
  • Strong analytical skills with the ability to translate project data into actionable workforce plans
  • Excellent organizational skills with the ability to manage multiple concurrent projects, shifting priorities, and rapid timelines
  • Strong communication skills—able to coordinate effectively across Operations, Project Management, Sales, HR, and executive leadership
  • Comfort working with scheduling and resource management tools, CRM/ERP systems, and data analysis tools (Excel proficiency required)
  • Track record of building processes and systems in a scaling environment where not everything is defined yet
  • Background in construction, mechanical/electrical contracting, building automation, or technical/industrial field services
  • Experience in a high-growth company where operational processes were being built or scaled alongside rapid project volume increases
  • Familiarity with BMS (Building Management Systems) and/or EPMS (Electrical Power Monitoring Systems) project lifecycles and staffing requirements
  • Experience evaluating and implementing workforce management or field service management software
  • Background in labor forecasting for multi-site, geographically distributed field operations
  • Experience managing subcontractor relationships and contingent labor strategies

Physical Requirements

  • Sit and/or stand for extended periods (typically 6–8 hours per day) while performing computer-based tasks and facility support activities
  • Use hands and fingers to operate standard office equipment including computers, keyboards, telephones, and other devices
  • Occasionally stand, walk, bend, stoop, or reach to access equipment or attend meetings.
  • Lift, carry, push, or pull light objects weighing up to 20–25 pounds
  • Have sufficient vision (with or without correction) to read computer screens, printed documents, and technical drawings; and sufficient hearing to communicate effectively by phone and in person. Ability to thrive in a fast-paced, collaborative environment
  • Work in a typical indoor office or data center support environment with moderate noise levels
