Decision Technologies seeks a Foreign Military Sales Acquisition Analyst to join our team in Dahlgren, VA (hybrid option).
Position Description:
This role serves as the primary financial management lead supporting U.S. Navy Foreign Military Sales (FMS) programs. The position is responsible for overseeing end‑to‑end financial execution, analysis, reporting, and customer coordination across multiple FMS cases. The work centers on ensuring accurate budgeting, compliant financial tracking, and timely case reconciliation and closure while providing expert guidance to case managers and Business Financial Managers (BFMs).

Responsibilities
- Lead efforts in conducting research and cost analysis for the development of Price and Availability (P&A) and Letters of Offer and Acceptance (LOA).
- Lead efforts in tracking the development and execution of Foreign Military Sales (FMS) budgets and funding documents (including Obligational Authority (OA) Worksheets, Work Requests, and Procurement Requests).
- Lead efforts in maintaining general ledgers and tracking commitments, obligations, expenditures, and execution requisitions.
- Lead efforts in providing supporting documentation for reported actions in support of implementation, execution, reconciliation, and closure of FMS cases.
- Lead efforts in preparing financial reports, briefs and other financial tasks associated with execution, reconciliation, and closure of FMS cases. Develop data for presentation at Program Reviews and Financial Reviews.
- Lead efforts in developing and providing recommended Courses of Action based on analysis of data presented at Program Reviews and Financial Reviews.
- Lead efforts to independently perform frequent internal and external customer interface, including regularly scheduled and ad hoc meetings.
- Provide recommended actions to case manager/BFM based on case analysis.
- Maintain and provide monthly financial reports for case managers.
- Lead the collection, preparation, and maintenance of Task Planning Sheets (TPS) in the NAVSEA Enterprise Planning System (NEPS) to capture program requirements.
- Provide customer interface for data used in the entry of Task Planning Sheets (TPS) and subsequent task modifications into the NAVSEA Enterprise Planning System (NEPS).
Required Qualifications
- At least 5 years of experience providing financial management support to U.S. Navy program offices.
- Proficiency using the following systems: Management Information System for International Logistics (MISIL), Case Execution Performance Tool (CEPT), Defense Integrated Financial System (DIFS), Computer Optimized Batch Reconciliation Application (COBRA), Defense Security Assistance Management System (DSAMS);
- Proficiency using the Microsoft Office suite including Word, Excel, and PowerPoint.

The pay range for this role is:
75,000 - 85,000 USD per year(DC Office)
