Description:

RDTS is seeking a Senior PBX/VoIP Technician to support a U.S. Dept of State Office of Emergency Management (OEM) continuity communications program. This is a key personnel position on a proposed federal task order supporting national-level continuity-of-government communications missions. The selected candidate will be named in our proposal and must be available to begin performance upon contract award (anticipated August 2026).

This role sits within a Secure Communications Team supporting mission-critical Audio Visual (AV), Information Technology (IT), and telecommunications systems that enable the Department's domestic emergency continuity mission.

Responsibilities Include:

  • Install, maintain, and troubleshoot secure and unsecure telephone and video telecommunications systems as a member of a Secure Communications Team.
  • Serve as a 24/7 on-call point of contact for communications issues, ensuring continuity of mission-critical operations across Department facilities.
  • Configure and manage PBX/VoIP systems, including user extensions, call routing, voicemail systems, and automated attendants.
  • Perform system upgrades, patches, and firmware updates to maintain optimal performance and security compliance.
  • Monitor system performance and generate reports on call quality, system capacity, and usage patterns.
  • Install and configure network infrastructure, including routers, switches, access points, and structured cabling at facilities and remote locations.
  • Conduct system testing and quality assurance checks to identify and resolve issues before they impact operations.
  • Maintain documentation of system configurations, network diagrams, and standard operating procedures.
  • Provide technical training and support to end users.
  • Coordinate with vendors and service providers on complex technical issues and service contracts.
  • Support deployment and execution of National Continuity Programs, including transportation, logistics, and facility setup at designated alternate work locations.
  • Ensure all telecommunications systems comply with Department security policies and federal regulations.
Requirements:
  • Active Security Clearance
  • Minimum 5-7 years of hands-on experience installing, configuring, and maintaining enterprise PBX/VoIP systems (Avaya, Cisco Unified Communications Manager, Mitel, or Microsoft Teams Phone System)
  • Strong knowledge of VoIP protocols including SIP, H.323, RTP, and QoS implementation
  • Experience installing and programming switches, routers, access points, CCTV, and infrastructure cabling
  • 4+ years of proficiency in network infrastructure, including TCP/IP, VLANs, routing, switching, and firewall configurations
  • Experience with session border controllers (SBCs) and gateway configurations
  • Demonstrated ability to troubleshoot complex telecommunications issues using diagnostic tools and call analysis software
  • Strong verbal and written communication skills; ability to work effectively within a matrixed organization
  • Ability to work flexible hours, including evenings and weekends, for events or emergencies
  • Comfortable working at heights (ladders, lifts) and in confined spaces
  • Ability to lift and move equipment (50+ lbs)
  • Ability to lead and mentor junior technicians
  • Ability to work independently with minimal supervision
  • Willingness to travel occasionally to support remote locations as needed

Preferred Qualifications:

  • Valid telecommunications or network certifications (e.g., Cisco CCNA/CCNP Collaboration, Avaya ACSS/ACIS, CompTIA Network+)
