Job Description:

The Community Programs Division is seeking a dedicated and community-driven Community Programs Resource Specialist to join Chesapeake Thrives—an initiative focused on empowering individuals and families through hands-on outreach, personalized care coordination, and streamlined access to essential services.
As a Community Programs Resource Specialist, you will play a vital role at the Chesapeake Cares Resource Center, working closely with individuals and families experiencing homelessness or other crises. You’ll assess needs, develop tailored service plans, coordinate with local agencies, and serve as a strong advocate to ensure timely, equitable, and person-centered support.
We’re looking for someone who:
- Holds a bachelor’s degree in a related field.
- Has at least two years of experience in human services or a similar area.
- Demonstrates strong case management and interpersonal skills.
- Is comfortable with fieldwork, outreach, and data tracking.

Required Qualifications:
Vocational/Educational Requirement: Requires any combination of education and experience equivalent to a bachelor’s degree in a Human Services field including Social Work, Psychology, Business Administration, Public Administration, Sociology, Criminal Justice, Gerontology or a related field.
Experience: In addition to satisfying the vocational/educational standards, this class requires a minimum of one year of appropriate and related, full-time equivalent experience.
Special Certifications and Licenses: Requires a valid driver’s license and a driving record that is in compliance with City Driving Standards.
Special Requirement(s):Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
