Salary Range: $160,000 - $195,000 (Morgantown, WV); $170,000 - $215,000 (Washington, DC)
Location: Morgantown, WV (hybrid) or Washington, DC metro area

With over 60 full-time employees, ROC licenses software in support of a wide range of applications including financial services, law enforcement, military, and consumer electronics.

The Program Manager will be responsible for leading the successful delivery of complex software development projects to both commercial and government clients. This role is critical in ensuring that project milestones are met, client expectations are exceeded, and internal teams are aligned. Beyond project execution, the Program Manager will drive ongoing business development and contract growth, identifying new opportunities and expanding ROC's footprint within existing accounts. Success in this position means delivering high-quality software solutions on time and within budget while consistently achieving revenue growth through strategic relationship management and proactive business development.

Responsibilities include:

  • Oversee the full lifecycle of software development delivery for a diverse portfolio of commercial and government contracts.

  • Drive business development initiatives, including identifying new opportunities, contributing to proposal development, and securing contract expansions.

  • Serve as the primary point of contact for clients, managing expectations and fostering long-term strategic partnerships.

  • Collaborate with cross-functional teams, including engineering, product, and sales, to ensure alignment on project goals and deliverables.

  • Monitor program performance, managing risks, budgets, and schedules to ensure successful outcomes.

Required Skills and Experience:

  • B.S. or greater in Computer Science, Engineering, Business, or a related field.

  • Active TS clearance required at time of application; candidates without an active, in-scope clearance will not be considered.

  • 10+ years of experience in program management, specifically managing software development delivery.

  • Demonstrated expertise in navigating both commercial and government (Federal/State/Local) contracting environments.

  • Proven track record in business development, including lead generation and successful contract growth.

  • Knowledge of Agile software development methodologies and project management tools.

  • Ability to lead complex, multi-stakeholder programs with high visibility.

Other Relevant Skills and Experience:

  • Experience with computer vision, biometrics, or AI/ML technologies.

  • PMP or similar program management certification.

Compensation for this role includes:
