Job Description

RESPONSIBILITIES

  • Represent agency in community behavioral health system’s planning and clinical issues meetings, regularly scheduled and ad hoc
  • Maintains Performance Improvement and service evaluation requests.
  • Participate in program development opportunities, to include identifying new funding opportunities and expanding existing services/programs as appropriate.
  • Maintain facilities license, certification and eventually accreditation and meet any other applicable compliance requirements.
  • Collaborates with other community agencies with high community visibility.
  • Assist in the development of policy and procedures as needed.
  • Maximize financial performance or department, ensuring that service delivery meets Agency expectations.
  • Manage the non-clinical operations of the facility (front desk, intake, medical records, etc.)
  • Provide supervision to all assigned staff, to include reviewing and approving clinical documentation.
  • Ensure staff are functioning and performing within guidelines and standards set forth by accrediting bodies (i.e. OMHAS, CARF, CSWMFT, Ohio Medicaid)
  • Provide training and staff development activities in areas such as advocacy, empowerment, communication skills, documentation, medical necessity, and crisis intervention techniques and assessments.
  • Share skills and expertise with other agency staff: (e.g., log notes, in-services, workshops, etc.) and will advance own level of skill and competency through participation in continuing education opportunities.
  • Compliance with non-clinical standards imposed by licensing, certifying or accrediting bodies.
  • Ensures that facility is properly maintained and clean and in accordance with compliance with health and safety standards and accreditation requirements.
  • Interacts with surveyors, site inspectors, community mental health partners and client family members etc. as needed.
  • Oversee budgetary aspects of program in conjunction with fiscal department to ensure ongoing financial stability of program
  • Educate and collaborate with community stakeholders regarding BH services, medical necessity, resources, etc.
  • Participate actively and productively in agency meetings and case reviews.
  • Chair meetings that address intake of clients, treatment and discharge planning with internal and external service providers
  • Ensures compliance with regulatory bodies, to include Medicaid and CARF standards
  • Implement quality assurance activities to evaluate quality and appropriateness of services
  • Provide continuous quality improvement and resolves identified problems.
  • Oversee budgetary aspects of the ACT program in conjunction with fiscal department to ensure ongoing financial stability of program
  • Monitor and coordinate impact ratio expectations for ACT Team
  • Monitor accuracy and eligibility of client payer sources for billing/reimbursement
  • Aid in the development and implementation of policies and procedures to address certification requirements
  • Implement quality assurance activities to evaluate quality and appropriateness of services
  • Day-to-day supervision to direct service providers of program.
  • Works in collaboration with the ACT psychiatric provider to provide clinical direction to staff
  • Provides leadership in directing treatment services designed to reduce episodes of harmful outcomes such as use of emergency departments, medical and psychiatric inpatient admissions, arrests and incarceration for program clients
  • Guide the team in using collaboration to deliver positive behavioral health, social and individual client outcomes such as client participation in education, competitive employment, and family and social relationships
  • Coordinates referrals, assessments, and intakes into the program as well as discharges from the program
  • Coordinates and monitors implementation of Individual Treatment Plan (ITP), Risk Assessments, Adult Needs and Skills Assessments (ANSA), and Diagnostic Assessments as a member of multi-disciplinary treatment team for clients on ACT
  • Ensures staff is participating and involved in hospital admission and discharge planning for ACT clients
  • Complete staff performance evaluations and ensure staff are functioning and performing within guidelines and standards set forth by accrediting bodies (e.g., ODBH, Medicaid, CARF, Case Western Reserve).
  • Provide training and staff development activities in areas such as advocacy, life skills training, empowerment, communication skills, documentation, medical necessity, and crisis intervention techniques and assessments.
  • As needed, perform and document psychosocial interventions with clients, family members and others
  • As needed, provide diagnostic assessments, individual and group interventions in collaboration with supervisors and/or other service providers
  • Respond to crisis situations 24 hours a day, seven days a week as part of established on-call procedures
  • Ensure that documentation is completed in a timely manner per agency policy. Documentation provides sufficient narrative regarding psychosocial and medical referral information to aid in delivery of services and to communicate the progress of the client
  • Assessments, progress notes/billing logs and ITPs (and reviews) submitted within agency timeframes
  • Other duties as assigned.

QUALIFICATIONS

  • LISW-S/ LPCC-S is required.
  • Master’s degree in counseling or social work required.
  • Five plus years in mental health services, plus 1 year in supervisory role with demonstrated ability to provide individual and group supervision strongly preferred.
  • Must be able to provide coverage and to respond to emergencies on an on-call basis.
  • Good planning and organization skills
  • Responds appropriately to spontaneous situations.
  • Must be able to provide coverage and to respond to emergencies on an on-call basis. Proficient in computer skills and familiarity with use of electronic health records. The Program Manager must also be able to provide direct service in counseling and psychotherapy, or nursing services, in addition to supervisory duties.
  • Technology: Experience in Electronic Medical Records systems is preferred; Basic knowledge of Microsoft Office products (Excel, Word, PowerPoint).
  • Interpersonal/ Human Relations Skills: Emotional stability, team builder, creative, innovator, good planning and organization skills; demonstrates strong communication skills and responds appropriately to spontaneous situations.
