NATURE OF WORK
As a member of the Finance team, the Accounting Manager is responsible for a range of general and complex accounting tasks, including financial & general ledger reconciliation and reporting, and general accounting support. The Accounting Manager position is a department-level supervisory position and supervises the Revenue Generalist, Accounts Payable/Receivable Technician, Administrative Assistant, and Utility Billing Supervisor.
Work involves providing day-to-day guidance and supervision to the accounting division in the areas of accounts payable, sales tax/business licensing, and payroll. Under limited supervision, is responsible for monthly and year-end financial reconciliation and reporting. Work is generally performed according to well-defined procedures.

Individuals work under the direct supervision of the Comptroller to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances. ESSENTIAL JOB FUNCTIONS

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:
- Monitors Accounts Payable and weekly check runs. Ensures year-end 1099’s are accurate and timely.
- Works closely with the Senior Budget Analyst regarding fixed assets and project management accounting.
- Ensures that sales tax systems are operating correctly, and tax receipts cycles/duties are performed in a timely and accurate manner.
- Assists with the year-end process and coordinates with all departments to close the town’s accounting records and prepare reports as needed for the town’s annual audit.
- With limited supervision, work directly with the town’s contract audit firm, assisting with year-end audit schedules, work papers, and reconciliations.
- Complies and analyzes financial information to prepare entries to accounts such as general ledger accounts and documenting business transactions.
- Assists in the preparation of monthly journal entries, monthly bank reconciliations, monthly account reconciliations, and financial reports.
- Prepares various other financial analyses on all funds as requested or as needed.
- Organize financial data into usable information and maintain updated records.
- Track the progress of financial and accounting objectives.
- Assists in the establishment of accounting policies and procedures, aligned with the town’s targets.
- Responds to inquiries from the Director of Finance, Comptroller, and other town-wide managers regarding financial results, special reporting requests, etc.
- Work with the Comptroller to ensure a clean and timely year-end audit process.
- Assist in the development and implementation of new procedures and features to enhance the workflow of the department.
- Assist the Utility Billing Supervisor and staff in areas of billing/collections, meter management, delinquent billing, and shut-offs.
- Collaborate with Utility Billing Supervisor on workflows, policies and procedures, and efficiencies
- Provide customer service and resolution for escalated customer complaints
- Provides guidance and training to new and existing staff as needed. Responsible for evaluations of the Revenue Generalist, Accounts Payable/Receivable Technician, Administrative Assistant, and Utility Billing Supervisor
- Performs a variety of clerical duties, including but not limited to filing, scanning, and photocopying.
- Assist in short- and long-term projects.
- Work closely with all departments to ensure compliance with accounting policies and procedures.
OTHER DUTIES
Depending on organizational need, additional duties may include the following:
- Performs research as directed, such as discovering new technology or tools, market research, etc.
- Performs related duties as established by law/ordinance or reasonably directed by the town.
- Assists other town departments/divisions, as necessary.
EDUCATION, EXPERIENCE AND FORMAL TRAINING
- Bachelor’s degree in accounting, Finance, or related field, with coursework in governmental accounting, supplemented by three (3) years of governmental accounting and supervisory experience, or any equivalent combination of acceptable training, education, and experience.
- Advanced proficiency in Word, Excel, PowerPoint, Outlook, and financial software programs is required.
- Equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job.
- Must have a current Colorado Driver’s License or the ability to obtain one upon hire, that meets the Town of Windsor’s standards.
- Knowledge of general ledger accounting systems, and in particular, a working knowledge of fund accounting
- Skill in organizational and time management.
- Skill demonstrating a high degree of accuracy and attention to detail.
- Strong written and verbal communication skills with the ability to express ideas and facts and interact with all levels of the organization, including elected officials and customers, both internal and external.
- Ability to exercise sound judgment.
- Ability to maintain a high degree of confidentiality.
- Ability to prepare concise and comprehensive reports, business correspondence, and procedure manuals.
- Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- Ability to effectively manage multiple tasks and meet established deadlines.
- Ability to work independently and with a team in a fast-paced environment with an emphasis on accuracy and timelines.
