About This Position

GENERAL STATEMENT OF DUTIES
Performs complex clerical duties requiring thorough knowledge of laws and procedures relating to an Oregon recording office; processes and maintains a variety of records and documents; does related work as required.

SUPERVISION RECEIVED
Works under the supervision of the Elections and Recording Manager who assigns work and reviews performance for conformance to ORS and department policies.

SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this class. May provide training to new and temporary employees.

  • Record documents pertaining to real property, such as mortgages, deeds, liens and plats.
  • Process a variety of documents for the public, such as issuing marriage licenses, Declarations of Domestic Partnerships, accepting passport applications, liquor license applications, and petitions to the Board of Property Tax Appeals.
  • Respond to inquiries from the public, or refer to the appropriate department; assist the public in performing records searches by instructing in the use of computer terminals and microfilm equipment and vault inventory.
  • Respond to inquiries from other public offices, such as the departments of Tax, Assessor, Elections, and Planning; perform research upon request, and provide information from the public record to assist other public offices in conducting their business.
  • Perform data entry; provide backup to the data entry function; proofread data entry text.
  • Perform miscellaneous duties, such as balancing cash drawer, performing daily deposit to Treasurer, distributing departmental mail, providing backup to other positions, and deputizing employees for the District Attorney's Office.
  • Research the requirements for processing various legal documents through ORS's and Legal Department.
  • Perform back office functions including scanning of documents, processing outgoing mail, creating film for permanent records and special projects as deemed necessary by the County Clerk
  • Assist Records Coordinator in the daily operation of the County Archives. Duties include, but are not limited to filing and retrieving, moving large amounts of records, lifting, bending and operating a hand truck.
  • May be assigned to work in Elections, Board of Property Tax Appeals, or with Clerk Administration depending upon workload requirements.
  • Perform other duties as assigned.

EXPERIENCE AND TRAINING
  1. Graduation from high school; AND
  2. Three years of responsible office experience, preferably with at least one year of experience involving the recording of legal documents; OR
  3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS
  • The finalist for this position will be required to pass a criminal history background check, including finger printing; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • This assignment is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Typical Work Schedule: Monday through Friday, 8:00 am - 5:00 pm, with flexibility depending upon the needs of the department and program.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of the methods, procedures, and requirements of an Oregon Recording Office; considerable knowledge of the various Oregon laws related to a Recording Office; strong oral communication and interpersonal skills; typing and keyboarding data entry skills.

Ability to organize projects in conformance with time schedules; maintain regular and punctual attendance; establish and maintain cooperative working relationships with other employees; use tact, judgment and courtesy in serving the public.
